About this file
This is a Geotechnical Services Report prepared by Tierra South Florida, Inc. (TSFGeo) for Stantec on behalf of Pinellas County, Florida, regarding pavement repairs on Anderson Road in the Mullet Key area of Fort DeSoto State Park. The report documents the results of pavement coring and evaluation work performed on June 19, 2025, with the report issued on July 15, 2025. Three asphalt pavement cores were obtained and analyzed to assess existing conditions, including asphalt thickness, base material composition, and subgrade conditions. The project involves repairing Anderson Road on Mullett Key within Fort DeSoto State Park, with findings indicating that the existing pavement is in poor overall condition based on visual observations and core sample analysis.
The pavement core evaluation revealed asphalt thicknesses ranging from 4.3 to 5.4 inches, base material consisting of 6.6 to 7.8 inches of limerock and shell mix, and a stabilized subgrade of 12 inches of sand with shell. TSFGeo recommends complete removal and replacement of the existing asphalt with Type SP-9.5 asphalt, reworking and compacting the existing limerock base material to at least 98% of Modified Proctor density in accordance with FDOT standards, and placement of at least 1.5 inches of structural asphalt layer over the repair area. A separate report addressing subsurface soil and groundwater table conditions based on soil boring data will be issued separately. The report was prepared by licensed professional engineers Amy L. Guisinger (FL License No. 63989) and Dennis S. Mitchell (FL License No. 98025) and is intended for exclusive use by Stantec for the Fort DeSoto State Park roads project in Pinellas County.

Dear Leslie, Tierra South Florida, Inc. (TSFGeo) has completed a pavement coring and evaluation for the above referenced project in Pinellas County, Florida. The scope of work included obtaining pavement cores to evaluate the existing asphalt thickness, base type and thickness, and subgrade conditions. The locations were selected by TSFGeo and approved by Stantec. The project consists of repairing Anderson Road on Mullett Key within Fort DeSoto State Park in Pinellas County, Florida. The pavement core location plans are provided in the Appendix. This report contains the data collected during our initial site reconnaissance, field exploration, presents evaluation of existing pavement conditions, and recommendations for pavement rehabilitation. A separate report will be issued addressing the subsurface soil and groundwater table conditions encountered based on the soil borings performed.
EVALUATION OF EXISTING CONDITIONS
A total of three (3) asphalt cores were obtained along the Anderson Road on Mullett Key within Fort DeSoto State Park. The pavement core location plans are provided in the Appendix. The pavement was mostly in poor condition based on visual observations of the field conditions and the asphalt core sample obtained.
The asphalt was visually classified in general accordance with FDOT’s Flexible Pavement Design Manual.
The core thicknesses varied from 4.3 to 5.4 inches. The base material consisted of 6.6 to 7.8 inches of a limerock and shell mix. The stabilized subgrade consisted of 12 inches of sand with shell. The Pavement and Base Material Data Sheet and pavement core photographs are provided in the Appendix.
ENGINEERING & CONSTRUCTION RECOMMENDATIONS
Due to the poor overall asphalt conditions, TSFGeo recommends that the asphalt be entirely removed and replaced with Type SP-9.5 asphalt. The existing limerock base material should be reworked and compacted to at least 98% of the Modified Proctor (AASHTO T180) and meet the requirements stated in the latest edition of FDOT’s Standard Specifications for Road and Bridge Construction, SECTION 230 LIMEROCK STABILIZED BASE. After re-compacting the base material in the repair area, a structural asphalt layer of at least 1.5 inches should be placed over the repair area. The elevation of the asphalt surface should be such that the milling depth for the project will penetrate the surface of the patched area.
