About this opportunity

The City of St. Petersburg, Florida, issued a Request for Qualifications (RFQ) on April 14, 2026, for Geographic Information System (GIS) Projects to be performed on a multi-year continuing services basis. The procurement encompasses a comprehensive range of GIS support services including project management, data collection through drone photography, remote sensing, 3D laser scanning, and surveying, Building Information Modeling (BIM) services, data and script development using Python, Arcade, and SQL, cartographic mapping and spatial analysis, web application development and support, enterprise systems environment management including ArcGIS Server and Portal administration, and training and workflow development. Responding firms are not required to provide all listed services and are encouraged to specialize in one or more service areas; however, selected contractors must demonstrate expertise compatible with AutoCAD Civil 3D 2024, ESRI ArcMap 10.8, and ESRI ArcPro Version 3.0. The procurement will be evaluated on three primary criteria: qualifications and experience of the firm and staff (65 points), project approach and methodology (25 points), and Business Enterprise Program outreach and utilization (10 points). Proposers must submit Statements of Qualifications limited to 75 pages (excluding cover pages and dividers) as a single PDF document by May 28, 2026, at 3:00 PM through the OpenGov Procurement portal, with a deadline for submission questions on May 7, 2026. All submissions must include a transmittal letter, table of contents with PDF bookmarks, project team composition, five reference projects completed within the past five years, current Florida licenses, three client references, documentation of previous City of St. Petersburg work, and disclosure of any contractual failures or litigation. Key personnel, particularly the project manager, must possess a minimum of ten years of applicable experience and remain with the contract throughout its term. The selection process will include initial evaluation of written SOQs, with the top three or more qualified respondents invited to participate in oral interviews, after which final rankings will be determined based on combined written and interview scores.

Participation in this procurement is not restricted by set-aside designations; however, the City strongly encourages proposers to demonstrate their commitment to engaging Small Business Enterprises (SBEs), Minority Business Enterprises (MBEs), Women Business Enterprises (WBEs), and veteran-owned businesses through documented outreach efforts, capacity building programs, and past performance data from the preceding five years. Proposers must submit a completed Subcontractor Utilization Plan identifying anticipated percentages of contract amounts and specific subcontractors by business category; however, no minimum level of participation by these categories is required as a condition for contract award, and proposers will not be deemed non-responsive if they report zero participation. The solicitation identifies five incumbent firms for notification: Dewberry, DRMP, Moravec, SurvTech, and VDCO, indicating these firms currently hold similar contracts with the City. Projects may be funded by the City of St. Petersburg, the Southwest Florida Water Management District (SWFWMD), other agencies, or a combination of sources, with projects funded in whole or part by non-City sources required to conform to the respective funding agency's requirements. All contractor employees with regular access to work sites must comply with Florida Level 2 Background Screening requirements under Florida Statutes Section 373.6055 and Section 435.04. While the RFQ does not specify a contract value range, the City will enter into a multi-year professional services agreement with an initial one-year term that automatically renews for successive one-year periods for a maximum total contract period of four years, with individual task orders specifying project-specific compensation through lump sum or not-to-exceed amounts. Selected contractors must maintain professional liability insurance of $1,000,000 per occurrence, commercial general liability insurance of $1,000,000 per occurrence/$2,000,000 aggregate, and commercial automobile insurance of $1,000,000 combined single limit.
