About this file
This file is an appendix outlining Statement of Qualifications (SOQ) requirements for Geographic Information Systems projects under a multi-year continuing services agreement with the City of St. Petersburg, Florida. The RFQ invites qualified firms to provide GIS services as detailed in the scope of work, with firms able to specialize in one or more service areas rather than providing all listed services. Respondents must submit comprehensive SOQs limited to 75 pages (excluding cover pages and dividers) as a single PDF document with bookmarks, including a transmittal letter, table of contents, project team composition, experience and reference materials, and firm qualifications.
Key submission requirements include identification of the proposed project manager and substitute with minimum ten years of applicable experience who must remain throughout the contract term, five reference projects or continuing services contracts completed within the past five years, current Florida licenses, three client references, and documentation of previous City of St. Petersburg work with associated dates and contract amounts. Proposers must demonstrate AutoCAD Civil 3D 2024 and ESRI ArcMap 10.8 and ArcPro Version 3.0 compatibility, describe their approach to safety and subconsultant management, disclose any contractual failures or litigation, and detail their utilization of Small Business Enterprises (SBEs), Minority Business Enterprises (MBEs), and Women Business Enterprises (WBEs) through documented outreach efforts, capacity building programs, and past performance data from the preceding five years.
