About this file
This is a Subcontractor Utilization Plan form for the City of Tampa Bay related to Geographic Information System (GIS) Projects in Florida. The form requires proposers to demonstrate their intent to engage and utilize small businesses, women-owned businesses, veteran-owned businesses, and minority-owned businesses within the Tampa Bay Region. Proposers must describe their efforts in outreach, education, mentorship, and process improvements designed to increase participation by these business categories. The plan requests proposers to identify anticipated percentages of contract amounts and list specific subcontractors for each business category: Small Business Enterprise (SBE), Women Business Enterprise (WBE), Veteran Owned Business, and Minority Business Enterprise (MBE).
Participation goals for small, veteran, minority, and women-owned business enterprises are voluntary, and proposers will not be considered non-responsive if they submit a zero participation amount. The City encourages proposers to be proactive in engaging diverse business enterprise participation. The GIS projects may be funded by the City, Southwest Florida Water Management District (SWFWMD), other agencies, or a combination of funding sources, and projects utilizing non-City funds must conform to the respective funding agency's requirements. Firms are not required to provide all services listed and those specializing in one or more services are encouraged to respond.
