About this file

This is a Subcontractor Utilization Plan form (Form C) for the City of Tampa Bay's Geographic Information System (GIS) Projects contract opportunity in Florida. The form requires proposers to demonstrate their intent to utilize minority, women, veteran, and small businesses located in the Tampa Bay Region. Proposers must articulate their efforts in engaging these business enterprises and removing barriers to their participation through outreach, education, mentorship, and process improvements designed to increase small, veteran, minority, and women-owned business participation in the contract. The form requests proposers to identify anticipated percentages of contract amounts and list specific subcontractors by business category classification.

The Subcontractor Utilization Plan establishes voluntary participation goals for small business enterprises (SBEs), women business enterprises (WBEs), veteran-owned businesses, and minority business enterprises (MBEs). Proposers are not required to meet any minimum participation thresholds and will not be deemed non-responsive if they report zero participation from these business categories. However, the City encourages proactive engagement with small, veteran, minority, and women-owned business enterprises. The GIS projects may be funded solely by the City, by the Southwest Florida Water Management District (SWFWMD), by other agencies, or through a combination of funding sources, with projects requiring conformance to applicable funding agency requirements. Firms specializing in one or more of the requested GIS services are encouraged to respond, and firms need not provide all listed services to be considered for award.
