About this file
This is a Scope of Services document for Geographic Information System (GIS) Projects prepared by the City of St. Petersburg, Florida, in collaboration with the Southwest Florida Water Management District (SWFWMD) and potentially other funding agencies. The scope outlines a comprehensive range of GIS support services designed to maintain and operate the City's Geographic Information System and connected Business Systems, with a focus on anticipated needs within the Public Works Division. The services encompass ten primary categories: project management; studies, pilots, and evaluations; data collection including drone photography, remote sensing, 3D laser scanning, and surveying; Building Information Modeling (BIM); data and script development; mapping and analysis; application development and support; enterprise systems environment management; training and workflow development; and other related work. The document specifies that firms do not need to provide all listed services to be considered, and specialization in one or more service areas is acceptable and encouraged for respondents.
Funding for these projects may originate from the City, SWFWMD, other agencies, or a combination of sources, with projects funded in whole or part by non-City entities required to comply with the respective funding agency's requirements. The document establishes stringent criminal background check requirements for all consultant, subconsultant, and subcontractor employees with regular access to the work site, mandating compliance with Florida Statute Section 373.6055 and Level 2 Background Screening standards per Florida Statute Section 435.04. Consultants must provide affidavits certifying employee qualifications and maintain updated lists of personnel with work site access, with the City retaining the right to request background check documentation within twenty-four hours. Failure to submit proper affidavits or submission of false information constitutes grounds for contract termination, and any employee convicted of a disqualifying offense must be immediately removed from the work site.

In the event the Consultant becomes aware that any Contractor or subcontractor employee has been arrested or convicted for a disqualifying offense, Contractor shall immediately remove that employee from the work site.
An updated list of all Contractor and subcontractor employees with access to the work site shall accompany the affidavit and be provided to the Engineer along with the cell phone number of the Consultant's representative responsible for those employees. At any time, the City may request to view the Clearance Letters of any or all Consultant, Contractor or subcontractor employees working at the work site.
