About this file
This is a Statement of Qualifications Requirements document for Geographic Information System (GIS) Projects issued by the City of St. Petersburg, Florida. The RFQ seeks qualified firms to provide GIS-related services that may be funded by the City, Southwest Florida Water Management District (SWFWMD), or other agencies. Firms do not need to provide all services listed to be considered for qualification, and specialists in one or more GIS services are encouraged to respond. The Statement of Qualifications submission is limited to 75 pages (excluding cover pages and section dividers) and must be uploaded as a single PDF document on 8.5 x 11-inch pages. While SF330 Forms are not required, all information outlined in the SF330 must be included in the proposal.
Qualified proposers must demonstrate relevant experience through submission of five reference projects and continuing services contracts completed within the past five years, with key project managers possessing a minimum of ten years of applicable experience. The submission must include a transmittal letter, table of contents with PDF bookmarks, project team composition using SF330 sections, firm qualifications, project approach, safety protocols, CADD and GIS capabilities (specifically compatible with AutoCAD Civil 3D 2024, ESRI ArcMap 10.8, and ESRI ArcPro Version 3.0), three client references, City of St. Petersburg project history, documentation of any contractual failures or litigation, current Florida licenses, and a detailed Subcontractor Utilization Form. Proposers must also address Business Enterprise Outreach and Utilization requirements, including efforts to identify and engage Small Business Enterprises (SBEs), Minority Business Enterprises (MBEs), and Women Business Enterprises (WBEs), along with documentation of past performance utilizing these business categories within the past five years.
