About this opportunity

Pasco County Board of County Commissioners is issuing Invitation for Bid (IFB) IFB-KM-26-002 for construction of pedestrian and traffic safety improvements on Fort King Road in Dade City, Florida. The project encompasses construction of a six-foot sidewalk on the east side of Fort King Road from Hester Road to north of Coleman Avenue (approximately 0.78 miles) and a six-foot sidewalk on the west side from Morningside Drive to the south side of Pasco High School property (approximately 0.12 miles), along with enhanced pedestrian crosswalks featuring pushbutton-activated rapid rectangular flashing beacons and lighting at the Pasco High School property and the Coleman Avenue/Fort King Road intersection. Additional work includes modifications to an existing culvert and headwall on the east side of Fort King Road between Dixie Avenue and Poinsettia Avenue, extension of a double 5-foot by 6-foot box culvert approximately 9.4 linear feet, and installation of new guardrail with reduced post spacing. The project is a federally-funded Local Agency Program (LAP) Class D project governed by Florida Department of Transportation Standard Specifications for Road and Bridge Construction (FY 2025-26 edition) and incorporates environmental protections including Eastern Indigo Snake protection measures and National Pollutant Discharge Elimination System (NPDES) permit compliance requirements. Written questions must be submitted by April 23, 2026 at 1:30 p.m. ET, with responses posted to the Bonfire platform by April 28, 2026; bids are due online exclusively through Bonfire at https://pascocountyfl.bonfirehub.com by May 5, 2026 at 1:30 p.m. ET, with public opening at 2:00 p.m. ET the same day. Bidders must possess appropriate Florida contractor licensure and registration, demonstrate current bonding capacity, and comply with prequalification requirements unless the contract value exceeds $250,000 (in which case FDOT prequalification may be waived for contracts valued at $500,000 or less). The contractor must maintain a resident superintendent on-site, attend project meetings, submit a pre-construction conference schedule within ten days of award, and provide a preliminary progress schedule, schedule of values, and Maintenance of Traffic plan for county approval; contract time is 240 calendar days from Notice to Proceed with an additional 90 calendar days for allowance work, with liquidated damages of $1,685.00 per diem for delays.

This project is not subject to local vendor preference provisions because state and federal funding sources are involved. The project operates under the Federal Highway Administration's Disadvantaged Business Enterprise (DBE) program with a departmental goal of 10.67 percent DBE participation; however, this specific project shows zero percent DBE availability, meaning DBE participation is encouraged but not contractually mandatory. Bidders must comply with Davis-Bacon prevailing wage requirements, e-Verify employment verification, Title VI civil rights compliance, and federal Buy America requirements for iron, steel, and manufactured products. All bids require submission of mandatory FDOT forms including Certification of Current Capacity, DBE Bid Package Information, non-collusion declarations, suspension and debarment certifications, and lobbying certifications as applicable. A performance bond and payment bond each equal to 100 percent of the contract price are required upon award, along with comprehensive insurance including Workers' Compensation at Florida statutory rates, Commercial General Liability with $5,000,000 general aggregate limits, and Business Automobile Liability of $1,000,000 combined single limit. The contract price shall not exceed $95,000.00, which includes provisions for indemnification and termination for convenience; funding is contingent upon availability and appropriation of Pasco County funds by the Board of County Commissioners. No incumbent vendors or current contractors are identified in the solicitation documents, and the project requires integration with existing utility infrastructure including coordination with CenturyLink, Spectrum, City of Dade City water and sewer systems, and TECO Energy for electric and natural gas services.
