About this file
Summary
This document comprises the Project-Specific Conditions and supplemental specifications for a Pasco County, Florida Local Agency Program (LAP) Class D construction project involving the Fort King Road sidewalk and pedestrian safety improvements. The project scope includes construction of a six-foot sidewalk on the east side of Fort King Road from Hester Road extending approximately 0.78 miles to tie into existing sidewalk at Coleman Avenue, and a six-foot sidewalk on the west side of Fort King Road from Morningside Drive to the second entrance of Pasco High School spanning approximately 0.12 miles. Additional work includes modifications to an existing culvert and headwall on the east side of Fort King Road between Dixie Avenue and Poinsettia Avenue, enhanced pedestrian crosswalks with pushbutton-activated rapid rectangular flashing beacons at two locations (Pasco High School and Coleman Avenue/Fort King Road intersection), and new guardrail with reduced post spacing. The contractor must comply with Florida Department of Transportation (FDOT) Standard Specifications, with modifications specified in three supplemental specification groups addressing general requirements, construction details, and materials. The document establishes contractor responsibilities for engineering and layout through a retained Florida-registered Professional Surveyor, preparation of a Stormwater Pollution Prevention Plan (SWPPP) compliant with NPDES permit requirements, maintenance of traffic plans meeting Pasco County right-of-way use permit standards, and submission of record (as-built) drawings prepared by a Florida-registered Professional Surveyor and Mapper. Normal working hours are Monday through Friday, 8:00 a.m. to 5:00 p.m., with lane closures prohibited during peak traffic hours (6:00-9:00 a.m. and 4:00-7:00 p.m.) and near school zones.
The contractor must obtain and comply with all regulatory permits including a Southwest Florida Water Management District Environmental Resources Permit, Pasco County Right-of-Way Use Permit, Florida Department of Environmental Protection NPDES permit, and Florida Fish and Wildlife Conservation Commission permits for gopher tortoise survey and relocation if required. The project requires submission of working schedules within 21 calendar days of contract award or at the preconstruction conference (whichever is earlier), with schedules in Gantt chart format identifying controlling work items. The contractor shall provide two uniformed, off-duty law enforcement officers for traffic control during night operations and within 600 feet of signalized intersections. Mobilization costs include mailbox relocation, job sign installation and removal, utility location verification, and final cleanup and demobilization. The contractor must maintain three lanes of traffic with drop-offs limited to three inches at end of working day and provide aerial progress photographs monthly at minimum 100 feet altitude in high-resolution format. Costs for Maintenance of Traffic, NPDES permit compliance, record drawings, pre- and post-construction videos, and progress photographs are included under specified lump-sum and per-unit pay items. The contract incorporates by reference plans prepared by Ayres Associates Inc., dated July 2025, and requires adherence to conditions outlined in the Pasco County Land Development Code and FDOT funding agreements.
