About this file
This appendix document contains project management certification and environmental permit materials for the Pasco County, Florida Fort King Road sidewalk project, prepared by Panos Kontses, P.E., Assistant County Engineer, in coordination with the Florida Department of Transportation District 7. The project involves construction of a six-foot sidewalk on the east side of Fort King Road from Hester Road to north of Coleman Avenue, sidewalk improvements on the west side from Morningside Drive to Pasco High School, enhanced pedestrian crosswalks with pushbutton-activated rapid rectangular flashing beacons and lighting, and modifications to an existing culvert and headwall between Dixie Avenue and Poinsettia Avenue, along with new guardrail installation with reduced post spacing. The financial project number is 445503-1-38-01. Environmental and permitting clearances were obtained between April and September 2025, with the General Environmental Resource Permit from Southwest Florida Water Management District (Permit No. 47048461.000) approved, rail involvement cleared as of May 13, 2025, and utility coordination completed as of April 10, 2025.
The contamination impact certification indicates no potential for contamination was found on the project site. The environmental permits review confirms that while drainage is not being changed and no wetlands are being directly impacted, the project does include 9.5 linear feet of Double 5' x 6' Box Culvert extension with associated wetland impacts, no adverse impacts to the 100-year floodplain, and no additional travel lanes. An NPDES permit will be required by the contractor prior to construction, with stormwater pollution prevention plan (SWPPP) provisions included in the project plans. The Florida Department of Transportation District 7 Environmental Permits Office concurred with Pasco County's findings in May 2025 and issued permit certification in lieu of a standard "Clear" certification based on the materials reviewed.
