About this opportunity
The City of Edinburg, Texas, located in Hidalgo County, issued Request for Proposal #2025-08 on June 26, 2025, soliciting comprehensive voluntary employee benefit products and administrative services for the 2025-2026 plan year. The procurement covers a diverse portfolio of insurance and administrative services including Section 125 and 457 Plan administration with consolidated billing, accident insurance, cancer supplements, critical illness, vision, dental, group term life and voluntary life insurance, accidental death and dismemberment, short-term and long-term disability, employer-paid life insurance, hospital indemnity, legal insurance, and pet insurance. The City of Edinburg, with approximately 1,300 full-time employees, seeks carriers capable of providing initial and annual employee enrollments, monthly education and enrollment meetings, and web-based administrative support. Vendors must be licensed in Texas with an A.M. Best Insurance Reports rating of A- or better, provide three-year rate guarantees on all coverage lines, and meet "no loss/no gain" provisions for current participants continuing coverage. Proposals are due electronically by 3:00 p.m. on July 15, 2025, with a question submission deadline of July 3, 2025, and award anticipated at a City Commission meeting in August 2025. The contract term is one year with options to renew for two additional one-year periods, effective October 1, 2025 through September 30, 2026. Evaluation criteria include a 100-point scoring system addressing proposal questionnaire responses (10%), rates and fees (30%), vendor qualifications and experience (20%), scope of work (30%), and references (10%).
The RFP prohibits vendors from combining multiple products into a single proposal or submitting duplicate proposals from the same carrier. The City has identified incumbent vendors including Blue Cross Blue Shield (vision), Wellfleet Workplace (critical illness and accident), Texas Legal (group legal services), Colonial Life (hospital indemnity and cancer), Voya Financial (short-term disability), Dearborn (supplemental life and vision), Texas Republic Life Insurance Company (permanent life), and Pet Partners (pet insurance). Census data and rate information for existing plans have been provided to facilitate competitive bidding. The RFP evaluation will consider factors including purchase prices, vendor reputation, product quality, alignment with city needs, past relationship history, impact on historically underutilized businesses, total long-term costs, and whether the vendor's principal place of business is located in Texas. The City has retained Roger Garza from Valley Risk Consulting Inc. to evaluate proposals and provide recommendations. Vendors must disclose commission rates and technology credits, provide Errors & Omissions Insurance Certificates, and submit current licensing documentation. No specific budget or award value range is disclosed in the RFP documents, though the comprehensive nature of the solicitation and employee population size suggest a significant annual contract value.
