About this opportunity

The Board of Education of the City of St. Louis (Saint Louis Public Schools District) seeks qualified firms to provide comprehensive district-wide employee benefit services for active and retired employees through an Invitation for Proposal (RFP) posted on March 20, 2026, with proposals due April 22, 2026, at 12:00 PM CDT and questions due by April 14, 2026, at 12:00 PM CDT. The solicitation encompasses multiple benefit offerings including fully insured or self-funded medical and prescription drug coverage, employee assistance programs (EAP), wellness plans, dental insurance, vision insurance, basic life and accidental death and dismemberment (AD&D) insurance, voluntary life insurance, short-term disability (STD), and long-term disability (LTD) coverage for both active and retired district employees. Bidders must provide detailed cost and pricing proposals with complete rate work-ups for medical coverage matching current benefits, comprehensive administrative services quotes for self-funded options assuming Express Scripts as the pharmacy benefit manager, and separate billing structures for active and retiree employees while calculating renewals on a combined group basis. Required qualifications include proper licensing and certifications in respective service areas, disclosure of any disciplinary actions or lawsuits within the past 12 months, entity qualifications documentation, references from other school districts, resumes of key project team members, and copies of relevant licenses and certifications authorizing business in St. Louis, Missouri. Evaluation criteria emphasize limited provider disruption, extensive in-network provider access, strong network discounts, competitive administrative fees, and dedicated service and wellness representatives, with SLPS reserving the right to request virtual or in-person presentations from selected bidders following the proposal deadline. All submissions must be made electronically via the Euna Procurement portal, and awards will be made to the lowest or best responsible bidder complying with specifications contingent upon approval by the St. Louis Public Schools Board of Education.

The district pursues goals of at least 25 percent Minority Business Enterprise (MBE) and 5 percent Women's Business Enterprise (WBE) utilization, with MBE/WBE firms required to be certified by the Missouri Division of Purchasing and Material Management or the City of St. Louis Disadvantaged Business Enterprise Program. The district prefers Missouri-based products and services when available at equivalent quality and cost and gives preference to firms based in the bi-state St. Louis metropolitan area when other considerations are equal. Current incumbent vendors include UnitedHealthcare for medical coverage (Group Number 909206), Delta Dental of Missouri for dental benefits under the Dentacare M plan, Life Insurance Company of North America for life and disability products, and vendor-provided vision and wellness/EAP services as detailed in existing plan documents and contracts spanning through December 31, 2026. Selected bidders must provide commercial general liability insurance with limits of three million dollars for all claims and one million dollars per person, workers' compensation insurance per Missouri statute, automobile liability insurance with comparable limits, and professional liability insurance of one million dollars per claim; however, the district does not require performance bonds. Based on historical claims data and enrollment figures provided in exhibits, the district processes annual dental claims exceeding $1.2 million across approximately 3,200+ subscribers, vision claims of approximately $69,000 annually across 2,100+ covered individuals, and life and disability claims reflecting substantial utilization, suggesting a significant contract value reflecting the comprehensive scope of services required for a major school district employee population.
