About this file

This is a Scope of Services document for the Saint Louis Public Schools (SLPS) District Wide Employee Benefits Plan, outlining requirements for vendors seeking to provide comprehensive benefit services to active and retired employees. The RFP solicits proposals for multiple benefit offerings including fully insured medical coverage, self-funded medical and prescription drug administration, employee assistance programs (EAP), wellness plans, dental, vision, basic life and accidental death and dismemberment (AD&D), voluntary life, short-term disability (STD), and long-term disability (LTD) coverage. Bidders must demonstrate licensing and certifications in their respective service areas, disclose any pending or recently resolved disciplinary actions or lawsuits within the past 12 months, and provide detailed entity qualifications, references from other school districts, resumes of key project team members, and copies of relevant licenses and certifications including authorization to conduct business in St. Louis, Missouri.

For fully insured medical coverage, bidders must provide quotes matching current benefits with complete rate work-ups detailing all cost components and confirm which elements are fixed for the 2026 renewal. For self-funded medical and prescription drug administration (assuming Express Scripts as the pharmacy benefit manager under the current contract), bidders must quote comprehensive administrative services including claims administration, eligibility management, member services, and network access, along with options for individual and aggregate stop loss coverage at specified deductible levels. SLPS requires bidders to structure billing separately for active and retiree employees while calculating renewals on a combined group basis with matching rates for active and pre-65 retiree employees. The district has identified administration requirements including limited provider disruption, extensive in-network provider access, strong network discounts, competitive administrative fees, and dedicated service and wellness representatives assigned to the account. SLPS is requesting a 3-4-month grace period for payment of ancillary invoices, and bidders unable to accommodate this requirement must notify the district in writing in their RFP response.
