About this opportunity

Clackamas County, Oregon is requesting bids on the Bear Creek Culvert and Molalla Ave Shoulders Project under BID 2026-65, with electronic bids due October 14, 2026 at 2:00 PM Pacific Time and public opening via Zoom at 2:05 PM the same day. Bidders must be prequalified by Clackamas County or ODOT in any combination of two of the following work classes: Earthwork and Drainage (EART), Bridges and Structures (REIN), Electrical (ELEC), and Buildings (BLD1); prequalification applications must be submitted at least two business days prior to bid closing. The County encourages bids from Minority, Women, and Emerging Small Businesses and requires Good Faith Effort documentation—bidders must contact at least three certified or self-identified M/W/ESB subcontractors for each division of work to be subcontracted, with documentation due within two hours of bid closing.

The scope encompasses replacement of an undersized culvert at Bear Creek on South Molalla Avenue, roadway shoulder widening, drainage and erosion control, base and shoulder construction, permanent seeding and planting, asphalt wearing surfaces, and traffic control. The project also incorporates the City of Molalla's South Molalla Pump Station Replacement, representing 75 percent of work value with a substantial completion date of June 30, 2027; all remaining work (excluding seeding establishment) has a substantial completion date of September 15, 2027. A one-year plant establishment period extends through December 31, 2028. The Engineer's Estimate is $2,542,099.50.

Agency-furnished materials including precast wingwall, headwall systems, and precast reinforced concrete three-sided structures will be provided at the Steel Bridge yard site at 16154 OR-211, Molalla, Oregon. Contractors must submit a 10 percent bid security (cashier's check, certified check, or bid bond), execute performance and payment bonds each equal to 100 percent of the contract sum, maintain commercial general liability insurance of $1,000,000 per occurrence with $2,000,000 annual aggregate, and comply with Oregon prevailing wage requirements. A 5.0 percent retainage from progress payments applies, with the option to submit surety bonds in lieu of cash retainage under Oregon House Bill 4006, 2024. Liquidated damages of $500 per 15 minutes per lane apply for lane closures exceeding specified limits.
