About this file

This is an addendum to a Request for Bids (BID 2026-65) issued by Clackamas County, Oregon for the Bear Creek Culvert and Molalla Avenue Shoulders Project. The project encompasses replacement of an undersized culvert at Bear Creek on South Molalla Avenue, roadway shoulder widening, drainage and erosion control, base and shoulder construction, permanent seeding and planting, asphalt wearing surfaces, and traffic control. The scope incorporates the City of Molalla's South Molalla Pump Station Replacement, which represents 75 percent of the work value. Electronic bids are due October 14, 2026 at 2:00 PM Pacific Time with public opening via Zoom at 2:05 PM the same day. The pump station replacement has a substantial completion date of June 30, 2027, while all remaining work excluding seeding establishment must be completed by September 15, 2027, followed by a one-year plant establishment period through December 31, 2028. Bidders must be prequalified by Clackamas County or ODOT in any combination of two of the following work classes: Earthwork and Drainage (EART), Bridges and Structures (REIN), Electrical (ELEC), and Buildings (BLD1), with prequalification applications submitted at least two business days prior to bid closing. Agency-furnished materials including precast wingwall and headwall systems will be provided at the Steel Bridge yard site at 16154 OR-211, Molalla, Oregon.

The Engineer's Estimate for the project is $2,542,099.50. Bidders must submit a 10 percent bid security in the form of a cashier's check, certified check, or bid bond, and execute performance and payment bonds each equal to 100 percent of the contract sum. Required commercial general liability insurance must provide $1,000,000 per occurrence with $2,000,000 annual aggregate coverage. A 5.0 percent retainage from progress payments applies, with the option to submit surety bonds in lieu of cash retainage under Oregon House Bill 4006, 2024. Oregon prevailing wage requirements apply to all work. Liquidated damages of $500 per 15 minutes per lane apply for lane closures exceeding specified limits. The County encourages bids from Minority, Women, and Emerging Small Businesses and requires Good Faith Effort documentation; bidders must contact at least three certified or self-identified M/W/ESB subcontractors for each division of work to be subcontracted, with documentation due within two hours of bid closing.
