About this file

This document is a clarification response issued by Clackamas County, Oregon for BID 2026-65, the Bear Creek Culvert and Molalla Ave Shoulders Project. The project involves replacement of an undersized culvert at Bear Creek on South Molalla Avenue, roadway shoulder widening, drainage and erosion control improvements, and base and shoulder construction, with a substantial completion date of June 30, 2027 for the primary work phases and September 15, 2027 for remaining work excluding seeding establishment. The scope also incorporates the City of Molalla's South Molalla Pump Station Replacement, which represents 75 percent of the contract work value. Electronic bids were due October 14, 2026 at 2:00 PM Pacific Time with public opening via Zoom at 2:05 PM the same day. The Engineer's Estimate for the project is $2,542,099.50, and a one-year plant establishment period extends through December 31, 2028.

The specific clarification addresses the bypass pumping configuration for the sewer system, confirming that two separate suction locations exist at existing manholes BC_A1_1 and BC_A1_2, with bypass pumps discharging temporary piping to manholes BC_A_14 or BC_A_15 at approximately 20 feet static lift before gravity flow to the main collection system. Bidders must be prequalified by Clackamas County or ODOT in any combination of two work classes (Earthwork and Drainage, Bridges and Structures, Electrical, or Buildings), submit a 10 percent bid security, and execute performance and payment bonds each equal to 100 percent of the contract sum. Contractors must maintain commercial general liability insurance of $1,000,000 per occurrence with $2,000,000 annual aggregate and comply with Oregon prevailing wage requirements, with a 5.0 percent retainage from progress payments and liquidated damages of $500 per 15 minutes per lane for lane closures exceeding specified limits.

INVITATION TO BID #2026-65

Bear Creek Culvert and Molalla Shoulders Project (“BID”)

RESPONSE TO CLARIFYING QUESTIONS #2

October 7, 2026

Note that these are questions submitted by interested firms to the above referenced solicitation.

The below answers are for clarification purposes only and in no way alter or amend the BID as published.

1. In regard to the Suction Manhole locations on the two existing sewer lines upstream from the wet well. It appears to me that there are two (2) suction locations. One at Existing MH BC_A1_1 that would pump to BC_A1_2 and then again pump into the final discharge downstream. Looking for confirmation on that.

Answer: Yes, there are two suction locations as noted on Drawing C200 (Sheet 16 of 42) calls for bypass pumps at both manholes BC_A1_1 and BC_A1_2. This is because two, separate gravity lines flow to the existing pump station. The bypass pumps are pumping out of the subbasin via the suction manholes and using temporary piping discharge to either manhole BC_A_14 or BC_A_15, which are slightly uphill at a higher elevation (approximately 20 feet static lift). Then from manholes BC_A_14 and BC_A_15, the sewer sheds to the north/northwest by gravity to the main collection system.
