About this file
This is a clarifying questions response document for Invitation to Bid #2026-65 issued by Clackamas County, Oregon for the Bear Creek Culvert and Molalla Ave Shoulders Project. The document, released on October 6, 2026, addresses one clarifying question submitted by an interested firm regarding the location of sanitary sewer manholes BC_A_14 and BC_A_15 identified on Sheet 16 (C200) of the pump station plans. Specifically, the question concerned where contractors could discharge from the pump station, as referenced in Note 6 of the plans. Electronic bids for the project are due October 14, 2026 at 2:00 PM Pacific Time with public opening via Zoom at 2:05 PM the same day. The project encompasses replacement of an undersized culvert at Bear Creek on South Molalla Avenue, roadway shoulder widening, drainage and erosion control, and related construction work, with the South Molalla Pump Station Replacement representing 75 percent of the work value and a substantial completion date of June 30, 2027; remaining work is due by September 15, 2027, with a one-year plant establishment period through December 31, 2028. The Engineer's Estimate is $2,542,099.50.
In response to the clarifying question, the County provided an attached map showing the relative locations of the two bypass manhole locations. Bidders must be prequalified by Clackamas County or ODOT in any combination of two of the following work classes: Earthwork and Drainage (EART), Bridges and Structures (REIN), Electrical (ELEC), and Buildings (BLD1). The County encourages bids from Minority, Women, and Emerging Small Businesses and requires Good Faith Effort documentation with at least three certified or self-identified M/W/ESB subcontractors contacted for each division of work to be subcontracted. Contractors must submit a 10 percent bid security, execute performance and payment bonds each equal to 100 percent of the contract sum, maintain commercial general liability insurance of $1,000,000 per occurrence with $2,000,000 annual aggregate, and comply with Oregon prevailing wage requirements. A 5.0 percent retainage from progress payments applies, with the option to submit surety bonds in lieu of cash retainage under Oregon House Bill 4006, 2024. Liquidated damages of $500 per 15 minutes per lane apply for lane closures exceeding specified limits. Agency-furnished materials including precast wingwall, headwall systems, and precast reinforced concrete three-sided structures will be provided at the Steel Bridge yard site at 16154 OR-211, Molalla, Oregon.
