About this opportunity
Volusia County, Florida is soliciting competitive sealed proposals for a comprehensive Beach Maintenance services contract through Request for Proposals (RFP) #26-P-05MC. The procurement encompasses beach maintenance services for approximately 47 miles of coastal shoreline, including 38 vehicle access ramps, involving tasks such as beach ramp grading, garbage and recycling collection from 800 trash cans at 350 locations, bulk debris removal, sea turtle nesting season rut raking, beach porter services, and fire pit transportation. The contractor must provide staffing, equipment lists, management plans, and operational procedures, with full operations commencing on October 1, 2026. A mandatory pre-proposal meeting is scheduled for December 12, 2025, at 9:00 AM, with questions due by January 7, 2026, and proposals required to be submitted electronically by January 21, 2026, at 3:01 PM through the County's eProcurement Portal. Evaluation criteria include cost (20%), experience and references (25%), equipment (25%), and operational plan (30%), with a local preference of up to 5% discount for Volusia County-area businesses.
The contract will be awarded for an initial five-year term with potential two five-year renewals, contingent on mutual agreement and County Council approval. No specific set-aside designations for disadvantaged enterprises are explicitly mentioned in the documentation. The contractor must maintain a $300,000 performance bond and comply with environmental regulations, including Florida Department of Environmental Protection ramp grading permits and U.S. Fish and Wildlife Service Incidental Take Permit conditions. Required insurance includes Commercial General Liability, Workers' Compensation, and Motor Vehicle Liability coverage with specific limits detailed in the solicitation. While no specific incumbent vendor is identified, the contract requires extensive environmental compliance, including sea turtle nesting season restrictions and GPS tracking of all maintenance activities. Although a precise contract value is not specified, the detailed pricing exhibit suggests significant operational complexity and potential substantial annual investment, with pricing structured per location, per collection point, and hourly rates for various specialized services.
