About this opportunity
The City of Phoenix is issuing a Request for Qualifications (RFQ) for Aviation Architectural Construction Job Order Contracting (JOC) services to select up to four qualified contractors to provide on-call construction services. The procurement encompasses a broad range of services including mechanical, electrical, and plumbing work; utility installation and repair; environmental services; roofing, carpentry, painting, and flooring; building remodels; demolition and new construction; ADA modifications; energy systems and controls; technology infrastructure; signage; fencing; landscaping; bridge repairs; and minor design and engineering services. Qualifications must be submitted electronically through the City's Procurement Portal at https://procurement.opengov.com/portal/phoenix by 12:00 pm Phoenix time on Friday, March 6, 2026, with a pre-submittal meeting scheduled for 9:00 am on Friday, February 13, 2026, at the Aviation DCS facility (500 S. 24th Street) with remote Microsoft Teams participation available. Contractors must submit Statements of Qualifications limited to 12 pages, including an organization chart, at least three comparable projects completed within the last three years, key personnel experience, project management approach, software systems used, and a subcontractor selection plan. The evaluation process is qualifications-based, scored on general information and firm history (100 points), experience and qualifications (250 points), key personnel experience (250 points), approach to performing services (400 points), and reference checks (21 points), totaling 1,021 points. Contractors must provide current Experience Modification Rate (EMR) ratings, bonding capacity statements from a surety company rated A- or better, and performance evaluations from three recent client references submitted directly to soq.referencechecks@phoenix.gov, with each reference worth up to 7 points based on business relationship quality, team consistency, problem-solving, on-time and on-budget performance, work quality, innovation, and willingness to contract again.
A Small Business Enterprise (SBE) subcontracting goal of 11% has been established, requiring contractors to make good faith efforts to utilize certified SBE firms on each Job Order Agreement or request a waiver. Contractors must hold Arizona contractor licensure appropriate to the work performed and provide detailed subcontractor selection plans identifying which trades will be selected by qualifications only and which will utilize competitive bidding with a minimum of three qualified bidders per trade. The City retains approval authority over all nominated subcontractors and suppliers. Selected contractors must utilize the City's UNIFIER web-based project management database for all work performed in Arizona. The initial JOC term is 36 months or $21,000,000 per contractor, whichever occurs first, with an option to renew for an additional 24 months or the remaining contract balance, not to exceed $35,000,000 total per contractor, with individual Job Order Agreements capped at $4,000,000 in construction costs. Selection notification is expected in late March 2026, with a JOC workshop scheduled for late May 2026 and a contract effective date of June 1, 2026. Contractors must provide performance and payment bonds for each Job Order Agreement and comply with all Phoenix codes and permitting requirements.
