PRE-SUBMITTAL ATTENDANCE SHEET SUMMARY
This is a pre-submittal attendance sheet for the City of Phoenix's Aviation Architectural Construction Job Order Contracting (JOC) procurement. The sheet documents attendance at the pre-submittal meeting scheduled for 9:00 am on Friday, February 13, 2026, at the Aviation DCS facility (500 S. 24th Street), with remote Microsoft Teams participation available. Attendees included Stephanie Handley, Kim Murphy, Braden Bott, Steven Caruso, Chase Farnsworth, Sue Krotzer, Kerry Showalter, Pruthvi Akarapu, Joe Yeargan, Randy Klauss, and Terry Borth, with several participants joining via Teams. Contractors are required to submit Statements of Qualifications electronically through the City's Procurement Portal by 12:00 pm Phoenix time on Friday, March 6, 2026. The initial JOC contract term is 36 months or $21,000,000 per contractor, whichever occurs first, with an option to renew for an additional 24 months or the remaining contract balance, not to exceed $35,000,000 total per contractor. Selection notification is expected in late March 2026, with a JOC workshop scheduled for late May 2026 and a contract effective date of June 1, 2026.
The procurement seeks to select up to four qualified contractors to provide on-call construction services encompassing mechanical, electrical, plumbing, utility work, roofing, carpentry, painting, demolition, new construction, ADA modifications, and related services. An 11% Small Business Enterprise (SBE) subcontracting goal has been established, requiring contractors to make good faith efforts to utilize certified SBE firms or request a waiver. Contractors must hold appropriate Arizona contractor licensure, provide current Experience Modification Rate (EMR) ratings, and demonstrate bonding capacity from surety companies rated A- or better. Individual Job Order Agreements are capped at $4,000,000 in construction costs, and all work must utilize the City's UNIFIER web-based project management database.
