About this opportunity
The City of Ashland, Oregon is soliciting sealed bids for Project No. 2024-03: Ashland Municipal Airport Runway and Taxilane Rehabilitation Project, with bids due by 2:00 PM PDT on April 30, 2026. This procurement encompasses furnishing all materials, equipment, labor, and services for comprehensive pavement rehabilitation at Ashland Municipal Airport, including crack sealing and repair on approximately 7,120 linear feet of route and seal work and 1,460 linear feet of heat and seal work; surface sealing of approximately 38,200 square yards of existing pavement; asphalt rehabilitation of approximately 8,100 square yards; pavement markings; and reconstruction of taxilane section T03AS-01 involving demolition, over-excavation, and replacement of approximately 400 square yards with associated shoulder grading. The work is organized into three work areas with specific completion requirements: Work Areas 1 and 2 must be completed within 5 continuous calendar days concurrently with one permitted runway closure, while Work Area 3 must be completed within 40 continuous calendar days consecutively without runway closure, for a total contract period of 45 consecutive calendar days. Key technical specifications include 3-inch asphalt concrete placement over 9-inch aggregate base course, slurry seals (P-626) and fog seals (P-608) for surface treatment, and crack repair using rubberized asphalt sealant, with pavement marking final application permitted 30 days after surface seal completion. Bidders must submit a 10 percent bid bond and provide evidence of competency and financial responsibility; the contract will be awarded to the responsible bidder with the lowest responsive bid with mobilization limited to 10 percent of total project cost. A non-mandatory pre-bid conference is scheduled for 11:00 AM PDT on April 14, 2026, at the Ashland Airport Office, and sealed bids will be publicly opened on April 30, 2026, at the Community Development and Engineering Services Building.
Prevailing wage requirements apply pursuant to both the Davis-Bacon Act and Oregon Prevailing Wage Rate Law, requiring contractors to pay workers the highest applicable rate between state and federal standards. The contractor must comply with all federal contract provisions including Buy American preferences and civil rights requirements, as well as airport and FAA safety procedures outlined in the required Construction Safety and Phasing Plan, which must be submitted for engineer approval at least 14 days prior to the Notice to Proceed. The project is funded through the Federal Aviation Administration and Oregon Department of Aviation with federal and local cost-sharing mechanisms as part of the Airport Improvement Program (A.I.P. No. 3-41-0002-017-2025). Contractors must maintain public access to airport facilities and operations, control dust and smoke, comply with UNICOM frequency monitoring on 122.8, and adhere to equipment height restrictions of 10 feet and stockpile height limits of 10 feet, with equipment and personnel required to relocate during emergencies or runway/taxiway reopenings. Liquidated damages will be assessed for failure to meet the specified 5-day Phase 1 completion deadline or the 40-day Phase 2 deadline. The contract documents do not specify a listing of incumbent vendors or a specific award value; however, interested bidders should consult the ITB specifications for complete budget and evaluation information.
