About this opportunity
Pinellas County, Florida is seeking qualified professional engineering firms to provide comprehensive engineering services for the Anclote Road Stormwater and Roadway Improvements project (PID 003897A) through a qualifications-based Request for Qualification (RFQ) procurement method issued March 5, 2026, with submissions due April 2, 2026, at 3:00 PM Eastern Time via the OpenGov platform. The selected consultant will evaluate two previously developed build alternatives and a no-build alternative in accordance with the National Environmental Policy Act (NEPA), prepare a Preliminary Engineering Report (PER) and Environmental Information Document (EID) meeting U.S. Environmental Protection Agency (EPA) guidelines, and recommend a preferred alternative for design advancement along a 2.4-mile roadway corridor extending from Anclote Boulevard to Alternate US 19 in Tarpon Springs. The scope of services encompasses 14 primary tasks including traffic analysis, drainage technical memoranda, cultural resource assessment surveys, contamination assessments, tree inventory evaluations with ISA Certified Arborist supervision and mitigation planning per Pinellas County Land Development Code Section 138-3654, conceptual plans for all build alternatives, preliminary cost estimates, geotechnical investigations, resiliency analysis, public involvement summary reports, and stakeholder coordination with regulatory agencies including the U.S. Army Corps of Engineers, Florida Department of Transportation, and Southwest Florida Water Management District. The contract is a non-continuing professional services agreement with a term of 730 consecutive calendar days from Notice to Proceed, with an estimated 12-month completion schedule. Evaluation criteria totaling 2,000 points include firm ability and personnel qualifications (425 points), past performance on similar projects (375 points), volume of work previously awarded (50 points), minority business status (25 points), Pinellas County Small Business Enterprise (SBE) certification status (100 points), and office location in the region (25 points). Written questions must be submitted by March 26, 2026, at 3:00 PM Eastern Time; no mandatory site visit is required.
Submittals must include Standard Form 330 (limited to 100 pages), proof of Florida professional licensure and corporate registration, current certificates of insurance with liability limits including General Liability ($1,000,000 per occurrence), Professional Liability ($5,000,000), Pollution Legal Liability ($1,000,000), and Workers' Compensation coverage, with all policies maintaining an AM Best rating of A-VIII or better and naming Pinellas County as an additional insured. The procurement encourages good faith efforts to solicit Disadvantaged Business Enterprises as mandated by 40 CFR Part 33, distinct from minority business status designations, and is subject to the Brooks Act qualifications-based selection process requiring separate profit negotiation. All consultants must comply with E-Verify requirements per Florida Statute 448.095, provide a W-9 form, and submit an E-Verify affidavit confirming legal work authorization verification for all employees hired after January 1, 2021; geographic preferences are prohibited unless insufficient firms are available to compete. The project is funded through an earmarked State and Tribal Assistance Grant (STAG) from the EPA's Clean Water State Revolving Funds program totaling $2,240,000, with total multi-year project costs estimated at $35,440,000 distributed across design ($2,941,000), acquisitions ($3,000,000), and construction ($29,499,000); Pinellas County is contributing $5,941,000 through the Local Infrastructure Sales Surtax (Penny for Pinellas), with remaining funding to be determined. Pricing and deliverables will be negotiated based on qualifications with no incumbent contractor identified in the procurement materials, and the selected consultant will enter into a professional services agreement providing for lump sum compensation structured across fourteen task categories with monthly invoicing tied to progress reports and schedule updates submitted in Microsoft Project format.
