About this file
This is a Summary of Alternatives in a Preliminary Engineering Report (PER) prepared for Pinellas County, Florida regarding the Anclote Road Stormwater and Roadway Improvements project. The document evaluates three primary alternatives for improving a 2.4-mile roadway corridor extending from Anclote Boulevard to Alternate US 19 in Tarpon Springs: a No Build alternative maintaining the existing two-lane rural roadway with non-continuous sidewalks, and two Build alternatives for Phase Areas 1 and 2, plus two Build alternatives for Phase Area 3. Build Alternative 1 for Phase Areas 1 and 2 proposes two 11-foot lanes, a 10-foot-wide shared-use path, and a 5-foot sidewalk where feasible. Build Alternative 2 for Phase Areas 1 and 2 specifies two 11-foot lanes, a 4-foot paved shoulder functioning as an on-street bike lane, and 5-foot sidewalks. For Phase Area 3, Build Alternative 1 includes two 11-foot lanes, Type F curb, and a 6- to 8-foot sidewalk, while Build Alternative 2 proposes two 10-foot lanes, Type F curb, 4-foot bike lanes, and a 6-foot sidewalk. All build alternatives share common advantages including providing consistent pedestrian and bicyclist connections, enhancing multimodal levels of service, improving safety for non-motorized traffic, rehabilitating roadway pavement and base, improving drainage, and aligning with the Pinellas County Long Range Transportation Plan.
The alternatives analysis supports the professional engineering services RFQ issued by Pinellas County on March 5, 2026, with qualifications-based submissions due April 2, 2026, at 3:00 PM Eastern Time. The selected engineering consultant will advance one of these evaluated alternatives through final design and permitting. The project is funded through an earmarked State and Tribal Assistance Grant (STAG) from the U.S. Environmental Protection Agency's Clean Water State Revolving Funds program totaling $2,240,000, with total multi-year project costs estimated at $35,440,000 distributed across design ($2,941,000), acquisitions ($3,000,000), and construction ($29,499,000). Pinellas County is contributing $5,941,000 through the Local Infrastructure Sales Surtax (Penny for Pinellas). The professional services contract will be structured as a lump sum compensation agreement across fourteen task categories with a term of 730 consecutive calendar days from Notice to Proceed.

Summary of Alternatives in PER Wednesday, February 28, 2024
11:15 AM
Two main alternatives were evaluated for the improvement of the Anclote Road corridor. These alternatives are as follows:
• No Build: This alternative involves keeping the two-lane rural roadway section along the project limits and non-continuous sidewalks at various locations.
• Alternative 1 (Phase Areas 1 and 2): This alternative entails constructing two 11-foot lanes, a 10-foot-wide shared-use path, and a 5-foot sidewalk where feasible.
• Alternative 2 (Phase Areas 1 and 2): This alternative entails constructing two 11-foot lanes, a 5-foot paved shoulder as an on-street bike lane, and 5-foot sidewalks.
• Alternative 1 (Phase 3): This alternative entails constructing two 11-foot lanes, Type F curb, and a 6 to 8-foot sidewalk.
• Alternative 2 (Phase 3): This alternative entails constructing two 10-foot lanes, Type F curb, 4-foot bike lanes, and a 6-foot sidewalk.
4.2 Build Alternative 1 (Phase Areas 1 and 2)
The Build Alternative 1 entails constructing two 11-foot lanes, a 10-foot-wide shared-use path, and a 5-foot sidewalk where feasible. This alternative aims to connect pedestrians and bicyclists continuously within Phase Areas 1 and 2. The typical section for the alternative is shown in Figure 25.
Figure 25 – Build Alternative 1 Typical Section (Phase Areas 1 and 2) Certain advantages are associated with this alternative, including:
• Provides a consistent connection along the project corridor.
• Provides a connection to the work release center and adjacent trails.
• Enhances multimodal levels of service on the existing roadway network.
• Improves safety for non-motorized traffic.
• Consistent with the Pinellas County Long Range Transportation Plan (LRTP).
• Rehabilitates the roadway pavement and base.
• Improves drainage.
4.3 Build Alternative 2 (Phase Areas 1 and 2)
The Build Alternative 2 entails constructing two 11-foot lanes, a 4-foot paved shoulder as an on-street bike lane, and 5-foot sidewalks. This alternative aims to connect pedestrians and bicyclists continuously within Phase Areas 1 and 2. The typical section for the alternative is shown in Figure 26.
