About this file

This is a Purchasing Financial Overview document prepared by the Office of Management & Budget for Pinellas County, Florida, detailing the multi-year capital improvement budget for Project 003897A—Anclote Road Stormwater and Roadway Improvements. The project addresses drainage improvements to alleviate structural and road flooding across 2.5 miles of roadway in the vicinity of Anclote Road and Savannah Avenue. The county is procuring professional engineering services to prepare an Environmental Information Document and Preliminary Engineering Report that complies with National Environmental Policy Act (NEPA) requirements and Environmental Protection Agency (EPA) guidelines. A Preliminary Engineering Report was completed in 2024 evaluating project alternatives, with estimated probable construction costs ranging between $25.4 million and $27.1 million. The department has not yet selected a final project alternative.

The total multi-year project cost is $35,440,000, distributed across design ($2,941,000), acquisitions ($3,000,000), and construction ($29,499,000). Funding sources include the Local Infrastructure Sales Surtax (Penny for Pinellas) allocated at $5,941,000, a Federal EPA grant of $2,240,000, and To Be Determined funding of $27,259,000. Funds are available beginning October 1, 2025, and have been included in the current budget. Year-to-date expenditures total $217,902.57 for FY26, with remaining available funds of $116,097.43 in FY26 and $35,222,097.43 projected for the multi-year period. All fiscal years show sufficient funds to complete the project as budgeted. The EPA grant requires completion of the environmental assessment and PER meeting EPA guidelines before funds can be awarded.

Prepared By the Office of Management & Budget, November 20, 2025

(1) Estimated Activity section includes Year to Date Activity.

(2) In 2024, the County completed a PER for this project which evaulated project alternatives for the Anclote project. Per the PER Probable Construction Costs are somewhere between $25.4M-$27.1M. Estimated range is due to the evaluation of different proposed project alternatives. Department has not selected a project alternative at this point in time. Estimate matches adopted budget. The original PER did not include an environmental assessment. Now, that this project has been earmarked to recieve an EPA grant, an environmental assessment in accordance with NEPA and preparation of a PER that meets EPA’s guidelines is required, before funds can be awarded.

(3) Estimated Remaining Appropriation at the end of each fiscal year will vary based on actual expenditures.
