This is a Request for Advertisement of a Continuing Contract and Non-Continuing Project (CCNA) form submitted by Pinellas County, Florida's Department of Transportation Engineering on November 5, 2025, for the Anclote Road Stormwater and Roadway Improvements project (PID 003897A). The county seeks professional engineering services to conduct an environmental assessment compliant with the National Environmental Policy Act (NEPA), prepare an Environmental Information Document (EID) and Preliminary Engineering Report (PER) meeting U.S. Environmental Protection Agency (EPA) guidelines, and evaluate two previously developed build alternatives and a no-build alternative for a 2.4-mile roadway corridor extending from U.S. 19 to Anclote Boulevard in Tarpon Springs. Deliverables include drainage technical memoranda, traffic analysis, cultural resource assessment surveys, contamination assessments, geotechnical investigations, tree inventory evaluations, conceptual plans for all alternatives, preliminary cost estimates, and public involvement summary reports. The contract is a non-continuing professional services agreement with a 24-month term and an 18-month completion timeline for the environmental assessment and preliminary engineering phase. No site visit or pre-bid conference is mandated. Award is needed as soon as reasonably possible, with all work required to be completed by 2030 to qualify for EPA grant reimbursement.

The compensation structure is lump sum-based across 14 task categories with monthly invoicing requirements including progress reports and schedule updates; specific dollar amounts for individual tasks were not provided in the form. Pinellas County is not identified as replacing an incumbent contractor. The project is funded through an earmarked State and Tribal Assistance Grant (STAG) from the EPA's Clean Water State Revolving Funds program, with $2,240,000 in EPA funding available. Additional funding sources include Penny for Pinellas local capital funds and departmental operating budgets. Evaluation criteria for vendor selection include qualifications and experience of proposed personnel, approach methodology, statement of work with completion schedules, proposed compensation structure, and adherence to RFP terms without exceptions. Commodity codes applicable to this procurement include environmental and ecological services, engineering services (civil, drainage, environmental, and traffic/transportation), planning and advisory services, and archaeological and hazardous materials assessments.

25. Objective/Justification:

The COUNTY received an earmarked State and Tribal Assistance Grant (STAG) (Clean Water State Revolving Funds) through the U.S. Environmental Protection Agency (EPA) for the Anclote Road project. Before the funds can be awarded, an environmental assessment in accordance with the National Environmental Policy Act (NEPA) and preparation of an Environmental Information Document (EID) Preliminary Engineering Report (PER) that meets EPA’s guidelines is required.

26. Background:

The COUNTY previously conducted a Preliminary Engineering Study from 2021 to 2024 to evaluate alternatives for roadway and drainage improvements along Anclote Road from US 19 to Anclote Blvd. A Preliminary Engineering Report (PER) dated June 20, 2024, was prepared to document the analysis and results of this study. The previous study did not include an environmental assessment in accordance with NEPA.

Proposed work in this scope of services includes additional evaluation and refinement of two previously developed Build Alternatives and the No Build Alternative. The evaluation will include a NEPA environmental assessment and alternatives evaluation in accordance with EPA requirements, updating existing project reports from a previous County study, and preparation of updated or new project reports as needed. A Preferred Alternative will be selected based on this evaluation. This scope does not include development of additional alternatives.

29. Project Description Anclote Road is a continuous 2.4-mile two-lane collector road serving underdeveloped industrial and commercial areas, employment centers, and residential areas in unincorporated Pinellas County and the City of Tarpon Springs. The COUNTY has identified this area as a Target Employment Center for economic development which will allow increased density for uses such as manufacturing, office, and research and development. The transportation objectives for improving this corridor are to provide multimodal access to industrial, workforce, and residential areas, improve safety, and enhance stormwater management.

Proposed improvements will include rehabilitation of roadway pavement, drainage improvements, and improved bicycle pedestrian facilities. The existing roadway pavement in many locations is in poor condition and requires rehabilitation. The project area currently experiences localized flooding along Anclote Road, Center Avenue, Savannah Avenue, and other locations along the project limits. The drainage infrastructure improvements include roadway, sidewalk, and shoulder grading and regrading to improve stormwater conveyance, roadway cross-slope corrections, and the addition of a drainage system in flood prone areas. The project proposes the addition of offsite stormwater management facilities (SMF) and/or floodplain compensation (FPC) sites to meet flood compensation, flood control, and water quality requirements. The project will also provide improved access to Elfers and Coastal Anclote Trails.

It is anticipated that project will be divided into design and/or construction segment as outlined below.

Construction Phase 1 - From Alternate US 19 to the intersection of Anclote Road and L&R Industrial Boulevard including outfalls. Also includes Center Avenue from Anclote Road to Fulton Street.

Construction Phase 2 - From intersection of Anclote Road and L&R Industrial Boulevard to intersection of Anclote Road and Wesley Avenue (includes the 90-degree bend north of the intersection of Wesley Avenue and Anclote Road intersection and outfalls). Also includes Savannah Avenue from Anclote Road to Brady Road.

Construction Phase 3 - From the 90-degree bend north of the intersection of Wesley Avenue and Anclote Road Intersection to Anclote Boulevard, including outfalls.

Construction Phase 4 - Brady Road - From Anclote Road to Work Release Center.

Construction Phase 5 - Brady Road Trail - From Work Release Center to L&R Industrial Boulevard.
