About this file

This is a Purchasing Financial Overview document prepared by the Office of Management & Budget for Pinellas County, Florida regarding the Anclote Road Stormwater and Roadway Improvements project (PID 003897A). The project involves drainage improvements to alleviate structural and road flooding along a 2.5-mile roadway corridor in the vicinity of Anclote Road and Savannah Avenue. The county is requesting professional engineering services to prepare a Preliminary Engineering Report (PER) and Environmental Information Document (EID) in accordance with the National Environmental Policy Act (NEPA) and U.S. Environmental Protection Agency guidelines. The scope includes evaluation of previously developed build alternatives and a no-build alternative, traffic analysis, drainage studies, cultural resource assessments, contamination assessments, tree inventory evaluations, conceptual plans, preliminary cost estimates, geotechnical investigations, resiliency analysis, and stakeholder coordination with regulatory agencies. The related qualifications-based Request for Qualification (RFQ) was issued March 5, 2026, with submissions due April 2, 2026, at 3:00 PM Eastern Time. The selected consultant will be awarded a non-continuing professional services agreement with a 730-day term (approximately 12 months estimated for completion). Written questions must be submitted by March 26, 2026, at 3:00 PM Eastern Time, and no mandatory site visit is required.

The total multi-year project cost is estimated at $35,440,000, distributed across FY26 through FY33, with professional services and design costs totaling $2,941,000. Funding sources include an earmarked State and Tribal Assistance Grant (STAG) from the EPA's Clean Water State Revolving Funds program totaling $2,240,000, Pinellas County's Local Infrastructure Sales Surtax (Penny for Pinellas) contributing $5,941,000, and approximately $27,259,000 to be determined. As of November 20, 2025, funds are available with a FY26 budget of $334,000 for design and sufficient funds confirmed for all fiscal years. No incumbent contractor is identified. The procurement encourages good faith efforts to solicit Disadvantaged Business Enterprises and requires compliance with E-Verify requirements, Florida professional licensure, and specific insurance coverage including General Liability ($1,000,000 per occurrence), Professional Liability ($5,000,000), and Pollution Legal Liability ($1,000,000). Evaluation criteria total 2,000 points and include firm ability and personnel qualifications (425 points), past performance (375 points), Pinellas County Small Business Enterprise certification (100 points), minority business status (25 points), volume of work previously awarded (50 points), and regional office location (25 points). Compensation will be negotiated on a lump sum basis structured across fourteen task categories with monthly invoicing tied to progress reports and Microsoft Project schedule updates.

Prepared By the Office of Management & Budget, November 20, 2025

(1) Estimated Activity section includes Year to Date Activity.

(2) In 2024, the County completed a PER for this project which evaulated project alternatives for the Anclote project. Per the PER Probable Construction Costs are somewhere between $25.4M-$27.1M. Estimated range is due to the evaluation of different proposed project alternatives. Department has not selected a project alternative at this point in time. Estimate matches adopted budget. The original PER did not include an environmental assessment. Now, that this project has been earmarked to recieve an EPA grant, an environmental assessment in accordance with NEPA and preparation of a PER that meets EPA’s guidelines is required, before funds can be awarded.

(3) Estimated Remaining Appropriation at the end of each fiscal year will vary based on actual expenditures.
