About this file
This is a Summary of Alternatives document prepared for Pinellas County, Florida's Anclote Road Stormwater and Roadway Improvements project, evaluating engineering design alternatives for a 2.4-mile roadway corridor extending from Anclote Boulevard to Alternate US 19 in Tarpon Springs. The document presents three primary alternatives—a No Build option maintaining the existing two-lane rural roadway with non-continuous sidewalks, and two Build Alternatives for each of three project phases. Build Alternative 1 for Phase Areas 1 and 2 proposes two 11-foot lanes, a 10-foot-wide shared-use path, and 5-foot sidewalks; Build Alternative 2 for Phase Areas 1 and 2 proposes two 11-foot lanes, a 4-foot paved shoulder as an on-street bike lane, and 5-foot sidewalks. For Phase Area 3, Build Alternative 1 includes two 11-foot lanes, Type F curb, and 6- to 8-foot sidewalks, while Build Alternative 2 proposes two 10-foot lanes, Type F curb, 4-foot bike lanes, and 6-foot sidewalks.
All Build Alternatives identify shared advantages including providing consistent pedestrian and bicycle connections along the project corridor, connecting to the work release center and adjacent trails, enhancing multimodal levels of service, improving safety for non-motorized traffic, aligning with the Pinellas County Long Range Transportation Plan, rehabilitating roadway pavement and base, and improving drainage infrastructure. The document includes typical section figures for each alternative and was prepared as part of the Preliminary Engineering Report (PER) process required to satisfy National Environmental Policy Act (NEPA) compliance and Environmental Information Document guidelines established by the U.S. Environmental Protection Agency for the project's EPA-funded State and Tribal Assistance Grant (STAG) through the Clean Water State Revolving Funds program.

Summary of Alternatives in PER Wednesday, February 28, 2024
11:15 AM
Two main alternatives were evaluated for the improvement of the Anclote Road corridor. These alternatives are as follows:
• No Build: This alternative involves keeping the two-lane rural roadway section along the project limits and non-continuous sidewalks at various locations.
• Alternative 1 (Phase Areas 1 and 2): This alternative entails constructing two 11-foot lanes, a 10-foot-wide shared-use path, and a 5-foot sidewalk where feasible.
• Alternative 2 (Phase Areas 1 and 2): This alternative entails constructing two 11-foot lanes, a 5-foot paved shoulder as an on-street bike lane, and 5-foot sidewalks.
• Alternative 1 (Phase 3): This alternative entails constructing two 11-foot lanes, Type F curb, and a 6 to 8-foot sidewalk.
• Alternative 2 (Phase 3): This alternative entails constructing two 10-foot lanes, Type F curb, 4-foot bike lanes, and a 6-foot sidewalk.
4.2 Build Alternative 1 (Phase Areas 1 and 2)
The Build Alternative 1 entails constructing two 11-foot lanes, a 10-foot-wide shared-use path, and a 5-foot sidewalk where feasible. This alternative aims to connect pedestrians and bicyclists continuously within Phase Areas 1 and 2. The typical section for the alternative is shown in Figure 25.
Figure 25 – Build Alternative 1 Typical Section (Phase Areas 1 and 2) Certain advantages are associated with this alternative, including:
• Provides a consistent connection along the project corridor.
• Provides a connection to the work release center and adjacent trails.
• Enhances multimodal levels of service on the existing roadway network.
• Improves safety for non-motorized traffic.
• Consistent with the Pinellas County Long Range Transportation Plan (LRTP).
• Rehabilitates the roadway pavement and base.
• Improves drainage.
4.3 Build Alternative 2 (Phase Areas 1 and 2)
The Build Alternative 2 entails constructing two 11-foot lanes, a 4-foot paved shoulder as an on-street bike lane, and 5-foot sidewalks. This alternative aims to connect pedestrians and bicyclists continuously within Phase Areas 1 and 2. The typical section for the alternative is shown in Figure 26.
Figure 26 – Build Alternative 2 Typical Section (Phase Areas 1 and 2) Certain advantages are associated with this alternative, including:
• Provides a consistent connection along the project corridor.
• Provides a connection to the work release center and adjacent trails.
• Enhances multimodal levels of service on the existing roadway network.
• Improves safety for non-motorized traffic.
• Consistent with the Pinellas County Long Range Transportation Plan (LRTP).
The Build Alternative 1 for Phase Area 3 entails constructing two 11-foot lanes, Type F curb, and a 6- to 8-foot sidewalk. This alternative aims to connect pedestrians and bicyclists continuously within Phase Area 3. The typical section for the alternative is shown in Figure 27.
