About this file

This Purchasing Financial Overview is a multi-year capital budget document prepared by Pinellas County, Florida's Office of Management and Budget on November 20, 2025, for the Anclote Road Stormwater and Roadway Improvements project (PID 003897A). The project seeks to address drainage improvements and alleviate structural and roadway flooding affecting 2.5 miles of roadway in the vicinity of Anclote Road and Savannah Avenue. Pinellas County is procuring professional engineering services through a qualifications-based Request for Qualification (RFQ) with submissions due April 2, 2026, at 3:00 PM Eastern Time. The selected consultant will evaluate build and no-build alternatives in accordance with the National Environmental Policy Act (NEPA), prepare a Preliminary Engineering Report (PER) and Environmental Information Document (EID) meeting U.S. Environmental Protection Agency (EPA) guidelines, and recommend a preferred alternative for design advancement. The professional services contract is non-continuing with a term of 730 consecutive calendar days from Notice to Proceed, with an estimated 12-month completion schedule. Written questions must be submitted by March 26, 2026, at 3:00 PM Eastern Time. No mandatory site visit or bidder's conference is required.

The total multi-year project cost is estimated at $35,440,000, distributed across FY26, FY27, and FY28-FY33, comprising design services ($2,941,000), acquisitions ($3,000,000), and construction ($29,499,000). Funding sources include $5,941,000 from the Local Infrastructure Sales Surtax (Penny for Pinellas), $2,240,000 from a State and Tribal Assistance Grant (STAG) through the U.S. Environmental Protection Agency's Clean Water State Revolving Funds program, and $27,259,000 to be determined. FY26 appropriations of $334,000 are available as of October 1, 2025. The evaluation will assess firm ability and personnel qualifications, past performance on similar projects, volume of previously awarded work, minority business status, Pinellas County Small Business Enterprise certification, and regional office location. Professional liability insurance of $5,000,000 and general liability coverage of $1,000,000 per occurrence are required. All consultants must comply with E-Verify requirements per Florida Statute 448.095 and demonstrate legal work authorization for all employees hired after January 1, 2021.

Prepared By the Office of Management & Budget, November 20, 2025

(1) Estimated Activity section includes Year to Date Activity.

(2) In 2024, the County completed a PER for this project which evaulated project alternatives for the Anclote project. Per the PER Probable Construction Costs are somewhere between $25.4M-$27.1M. Estimated range is due to the evaluation of different proposed project alternatives. Department has not selected a project alternative at this point in time. Estimate matches adopted budget. The original PER did not include an environmental assessment. Now, that this project has been earmarked to recieve an EPA grant, an environmental assessment in accordance with NEPA and preparation of a PER that meets EPA’s guidelines is required, before funds can be awarded.

(3) Estimated Remaining Appropriation at the end of each fiscal year will vary based on actual expenditures.
