About this opportunity
The Texas Workforce Commission is requesting proposals for beverage and snack vending machine services across eight locations (Abilene, Amarillo, Brownwood, Fort Stockton, Nacogdoches, San Antonio, Victoria, and Waco) under RFP 3202600180, with responses due July 27, 2026 at 10:00 a.m. Central Time. Contract award is anticipated September 18, 2026. The scope encompasses approximately 145 vending machines—delivering canned and bottled beverages, snacks, combo drinks, and cold food items—across multiple state agency facilities including Texas Department of Criminal Justice, Health and Human Services Commission, Department of Family and Protective Services, and Department of Transportation locations.
Respondents compete on commission percentages across three product categories: drinks (65% weighting), snacks (30%), and miscellaneous items (5%). Evaluation uses a weighted average formula. Commission rates are fixed for the entire contract term. Current incumbents vary by location: Amarillo (7% drinks / 5% snacks / 3% misc.), Abilene (12% / 7% / 5%), Brownwood (12% / 10% / 5%), Fort Stockton (10% / 5% / 5%), Nacogdoches (5% / 5% / 5%), San Antonio (15% uniform), Victoria (15% uniform), and Waco (27% / 17% / 5%). Estimated contract values range from $5,773 (San Antonio, 19 machines) to $451,309 (Amarillo, 24 machines). Monthly gross sales baselines range from $283 to $22,123 across locations.
The initial contract term runs from the fully executed contract date through August 31, 2027, with TWC holding sole option to renew for one additional two-year term. Machines must be delivered and installed within 30 days of contract commencement. Respondents must submit service schedules within 90 days of execution and monthly sales and commission reports by the first of the second following month; commissions are due by the fifth. Vendors must maintain firm pricing throughout the contract term.
Performance and financial requirements are stringent. Respondents must demonstrate five years in business or prior vending ownership/executive management experience and submit comprehensive financial documentation. Insurance requirements include commercial general liability ($2 million per occurrence / $4 million aggregate), comprehensive automobile liability ($1 million combined single limit), umbrella liability ($25 million with drop-down), professional liability ($5 million), and cyber/privacy liability ($1 million per claim / $1 million aggregate). Performance bonds equal one month's average sales for each service location. References—minimum three—must demonstrate similar services within the past five years, preferably from state, federal, or local government entities. Respondents must disclose canceled contracts, sanctions, liquidated damages, litigation, and any defaults on financing within the preceding five years. Proposals must include current machine inventory with serial and model numbers, brochures for each machine type, existing beverage brand relationships (Coca-Cola, Pepsi, Dr. Pepper), point-of-contact information, financing approach for additional equipment, and complete subcontractor details including Texas Identification or Federal Employer Identification numbers and scope of work. All prices must comply with a vending price list capping maximum item prices and establishing a 20 percent minimum floor below the maximum. TWC reserves the right to negotiate, request best and final offers, and reject any or all proposals based on best value.
