About this file

This is a Request for Proposal (RFP) issued by the Texas Workforce Commission (TWC) Procurement Services section for beverage and snack vending machine services to support the TWC's Business Enterprises of Texas (BET) program across eight locations in Texas: Abilene, Amarillo, Brownwood, Fort Stockton, Nacogdoches, San Antonio, Victoria, and Waco. The RFP solicits qualified vendors to provide complete vending machine services including labor, equipment, materials, installation, and maintenance. The solicitation was released on June 26, 2026, with responses due by July 27, 2026, at 10:00 a.m. Central Time. TWC intends to award one or more contracts as a result of this solicitation, with the expected contract award date of September 18, 2026. The initial contract term commences on the fully executed contract date and expires on August 31, 2027, with TWC holding the sole option to renew for one additional two-year term. All machines must be delivered and installed within thirty days after the contract beginning date, and respondents must submit service schedules within ninety days of contract execution.

Pricing terms require respondents to propose commission percentages for each service location, with net sales determined by meter readings and calculations accounting for sales tax. Respondents must maintain firm pricing throughout the contract term and any renewal periods. The BET program was established under the Randolph-Sheppard Act of 1936 to provide employment and self-employment opportunities for legally blind individuals in food service and vending operations on state and federal properties. The successful respondent must comply with all state, federal, and local laws; maintain comprehensive insurance coverage including commercial automobile liability of $1,000,000; and submit monthly sales and commission reports by the first day of the second following month. Commission payments are due by the fifth day of the second following month. Failure to comply with reporting requirements results in assessed remedies equal to estimated monthly gross sales averages per service site per machine. Respondents must have been in business for a minimum of five years or demonstrate prior ownership/executive management experience in vending services and must be financially solvent as determined by required financial documentation.
