About this file
This is a Commission Percentage Proposal Form for the Texas Workforce Commission's BET Revenue Generating RFP for vending services in the Amarillo contract area. The Amarillo location is one of eight service areas (including Abilene, Brownwood, Fort Stockton, Nacogdoches, San Antonio, Victoria, and Waco) under RFP 3202600180, with proposals due July 27, 2026 at 10:00 a.m. Central Time and contract award anticipated for September 18, 2026. The scope encompasses approximately 24 vending machines in the Amarillo area delivering canned and bottled beverages, snacks, combo drinks, and cold food items across multiple state agency facilities. The initial contract term runs from the fully executed contract date through August 31, 2027, with TWC holding the sole option to renew for one additional two-year term. Machines must be delivered and installed within 30 days of contract commencement, and vendors must submit service schedules within 90 days of execution and monthly sales and commission reports by the first of the second following month.
Commission percentages are fixed throughout the entire contract term and are evaluated using a weighted average formula based on product category distribution: drinks (65% weighting), snacks (30%), and miscellaneous items (5%). The current Amarillo contractor offers 7% for drinks, 5% for snacks, and 3% for miscellaneous, with an established baseline of $6,343 in gross monthly sales. Bidders must submit percentages for all three categories or their bids will not be considered. The estimated contract value for Amarillo is $451,309. Respondents must demonstrate five years in business or prior vending ownership/executive management experience, maintain comprehensive insurance coverage (including $2 million commercial general liability, $1 million automobile liability, $25 million umbrella liability, and $5 million professional liability), and provide a performance bond equal to one month's average sales. All vending prices must comply with a price list capping maximum item prices with a 20 percent minimum floor below the maximum, and firm pricing must be maintained throughout the contract term.
