About this opportunity

The Nevada Department of Corrections, through the Nevada State Purchasing Division, is soliciting proposals under RFP 44DOC-S4058 for machine-based vending services at correctional facilities statewide, with proposals due December 16, 2026 at 2:00 p.m. Pacific Time. Vendors must attend the site visit, scheduled November 18–23, 2026, to qualify for submission, and registration is due November 11, 2026. Nevada-based businesses receive a five percent preference under NRS 333.3351 to 333.3356.

Scope covers snack, food, and cold beverage machines placed in offenders' visiting areas and administrative staff locations, with the awardee responsible for placement, stocking, maintenance, servicing, inventory management, sanitation, and responsiveness to service requests. Pricing is submitted by product category across Northern, Southern, or Statewide regions. Proposers must state a commission percentage payable to the state on all vending sales and may offer a signing bonus. The awardee bears equipment and product costs. No contract value or incumbent is stated in the source.

Mandatory minimums include a Nevada business license, an active SAM.gov registration, NevadaEPro vendor registration, a no-boycott-of-Israel agreement, a Dun & Bradstreet number, and two years of confidential profit-and-loss and balance statements. Vendors must submit three client references from similar projects within the last five years, which references return directly by email. Data must be encrypted in transit and at rest and stored in the United States. Contracts with cloud components must include risk assessment requirements aligned with GovRAMP and NIST SP 800-53 Revision 5, effective July 1, 2026. Vendors must also complete a federal lobbying certification, a PREA questionnaire, a contractor background check application, and a contractor security acknowledgement. Insurance requires commercial general liability of $1 million per occurrence and $2 million general aggregate, automobile liability of $1 million combined single limit, and professional liability of $1 million per claim, with the state named as additional insured. Pricing must remain valid for 180 days after the due date and throughout the term for awarded vendors.

The initial term is four years, with an anticipated start in March or April 2027 subject to Board of Examiners approval, and two one-year renewals if the vendor agrees and renewal serves the state's best interest. Evaluation weights are demonstrated competence at 25 percent, comparable experience at 25 percent, cost at 25 percent, key personnel expertise and availability at 15 percent, and conformance with RFP terms at 10 percent. The estimated notice of intent is January 14, 2027, and notice of award is anticipated February 9, 2027.
