About this file
This is Addendum Notice #1, issued June 29, 2025, by the Texas Workforce Commission (TWC) for Request for Proposals 3202600180 regarding beverage and snack vending machine services across eight multiple locations. The RFP solicits proposals for approximately 145 vending machines delivering canned and bottled beverages, snacks, combo drinks, and cold food items across state agency facilities including the Texas Department of Criminal Justice, Health and Human Services Commission, Department of Family and Protective Services, and Department of Transportation. Service locations include Abilene, Amarillo, Brownwood, Fort Stockton, Nacogdoches, San Antonio, Victoria, and Waco. Proposals are due July 27, 2026, at 10:00 a.m. Central Time, with contract award anticipated September 18, 2026. The initial contract term extends from the fully executed contract date through August 31, 2027, with TWC holding a sole option to renew for one additional two-year term. Vendors must deliver and install machines within 30 days of contract commencement and submit service schedules within 90 days of execution.
Addendum #1 corrects TAB A-3 specifications for both Abilene and Amarillo locations. Respondents compete on commission percentages across three weighted product categories: drinks (65% weighting), snacks (30%), and miscellaneous items (5%), with evaluation using a weighted average formula. Current commission rates vary significantly by location, ranging from 5 percent uniform rates in Nacogdoches to 27 percent for drinks in Waco. Estimated contract values range from $5,773 in San Antonio to $451,309 in Amarillo. Vendors must maintain firm pricing throughout the contract term, comply with maximum vending price lists with a 20 percent minimum floor below the maximum, and submit monthly sales and commission reports by the first of the second following month, with commissions due by the fifth. Performance requirements include demonstrating five years in business experience, maintaining comprehensive insurance coverage including $2 million commercial general liability and $25 million umbrella liability, and providing performance bonds equal to one month's average sales per location.
