About this opportunity
SLAC National Accelerator Laboratory, operating on behalf of the Department of Energy's Office of Science, is conducting a sources-sought notice to identify general contractors capable of building the Master Substation Annex (B017S) under Subproject 1 of the Critical Utilities Infrastructure Revitalization (CUIR) Project, with interested vendors to express interest by October 27, 2026. This is not a solicitation for proposals; a formal RFP will follow based on responses to this notice.
Work is performed at SLAC's Menlo Park, California facility in the Master Substation Yard adjacent to Building B016, the electrical power control center. The project scope includes constructing a new Master Substation Building (B017S), installing new medium-voltage switchgears (provided by SLAC as government-furnished property), relocating an existing generator, removing and replacing substation K-15B with new B017S, installing new busways connecting existing buses to new switchgear, and reconnecting feeder cables CUIR1-CUIR4. Subcontractors must deliver deferred submittals for hydrogen gas detection systems, steel stairs, and railing systems; comprehensive commissioning and testing; operator and maintenance training; and as-built documentation and O&M manuals.
SLAC is procuring one firm fixed-price subcontract for a general contractor with building and heavy construction capability. The anticipated period of performance runs from March 2027 through July 2028, with 12 months allocated for building construction and June 2028 targeted for commissioning completion. The project involves work in energized electrical environments requiring extensive lock-out-tag-out procedures, temporary power provisions with N+1 generator redundancy operating 24/7, protection of existing equipment, and coordination with concurrent SLAC projects. Subcontractors must establish a Quality Management System compliant with DOE Order 414.1E and ISO 9001 and manage contaminated soil disposal (PCB detections requiring offsite landfill disposal) and asbestos and lead paint handling.
Technical requirements mandate compliance with IEEE C37.20 series standards for medium-voltage switchgear, NETA-ATS-2025 compliance for functional testing, and vibration protection measures for the nearby Klystron Gallery accelerator. Key personnel—Project Manager, Project Field Superintendent, and Site Safety Officer—require 30 calendar days' written notice prior to any changes, with written approval required. Davis-Bacon prevailing wage requirements apply; mandatory site visit is scheduled for November 2026 at SLAC Building 53, with specific PPE requirements (Type E hard hat, safety glasses, long-sleeve shirt, long pants of untreated natural fibers or FR/arc rated, leather shoes).
Award eligibility requires active registration with SAM.GOV and SLAC's supplier portal, current Safety Qualification Form approval through the award date, and California construction licenses. Within 30 days of award, the awardee must provide proof of E-Verify Program enrollment. Offerors must be qualified general contractors within 200 miles of SLAC with at least three years local presence and five years in business. A conflict-of-interest restriction prohibits awarding to Burns & McDonnell Western Enterprises or any architecture/engineering firm that prepared significant design portions. The formal RFP (Number 368509) will require proposals by January 2027 with a mandatory 60-minute virtual interview for selected offerors and evaluation based on technical approach (50 points), safety (pass/fail), project management and experience (25 points), interview performance (20 points), and statement of qualifications (pass/fail). Questions must be submitted by December 4, 2026.
Two medium-voltage switchgear units (Part Numbers 1VAL3149B01 and 1VAL3149A01, each valued at $1,680,500) will be furnished by SLAC upon Notice to Proceed. Large business subcontractors must develop small business subcontracting plans compliant with FAR 52.219-9, with reporting obligations through SAM.gov (ISR reports due May 15 and November 14; SSR and SDB reports due November 14). The project is DPAS-rated for national defense use under 15 CFR Part 700. Government-furnished property risk transfers to the subcontractor except for reasonable wear and tear or consumption.

SLAC CUIR SP1 MASTER SUBSTATION ANNEX BUILDING CONSTRUCTION
DESCRIPTION
This is a Sources Sought Notice to identify general contractors capable of building the planned Master Substation Annex Building work under Subproject 1 of the Critical Utilities Infrastructure Revitalization (CUIR) Project. This is not a solicitation for proposal or quotations and no award will be made from this Notice. SLAC intends to issue a formal solicitation later based on responses from this Source Sought Notice.
BACKGROUND
Many of SLAC’s utilities were installed in the 1960s as part of the original laboratory construction. These original utilities were not designed to support the experimental parameters needed for science research today and in the future. The purpose of the Critical Utilities Infrastructure Revitalization (CUIR) Project is to modernize utility infrastructure to provide reliable and sustainable operations, enabling SLAC National Accelerator Laboratory (SLAC) to remain mission-ready and enhance the impact of Department of Energy (DOE) scientific programs.
CUIR is a project directly funded by the DOE's Office of Science. The project is organized into three subprojects to efficiently execute utility improvements in alignment with lab priorities and operational downtime schedules.
PLANNED SCOPE AND DESCRIPTION OF SERVICES
The project involves work inside the SLAC Master Substation Yard, adjacent to an existing Building B016 which serves as the control center for SLAC electrical power systems. Scopes under this contract includes:
- Construction of a new Master Substation Building (B017S) ;
- Installation of new medium-voltage switchgears (provided by SLAC as Government Furnished Property);
- Relocation of an existing generator;
- Replacement of an existing substation;
- Installation of new busways connecting existing and new tie breakers; and
- Reconnection of 12kV cables within existing substation building to the newly installed building.
As the existing Building B016 s must remain functional throughout construction, the work must be carefully planned and coordinated to protect existing systems, maintain laboratory operations, and minimize electrical service interruptions.
DRAFT REQUEST FOR PROPOSAL
The Master Substation Annex Building has an estimated cost range of $12M to $17M. SLAC will use a Best Value Trade Off selection method to identify the most qualified design-build subcontractor. The draft Request for Proposal and relevant references are provided to present the general scope and acquisition method for the project. The draft documents provided are subject to change and should not be construed as a solicitation. This Sources Sought Notice is NOT A SOLICITATION, but instead is to identify interested vendors for the upcoming formal solicitation release.
SOURCES SOUGHT RESPONSE
Interested contractors with the skills, capability, workload capability, and ability to obtain bonding to complete the planned project scope are invited to submit a written response to this Sources Sought Notice. Interested Vendors should express their interest on the Interested Vendors List through this SAM.gov posting, or by emailing the Primary Point of Contact. Please provide the following information via email:
- Company Name
- Name, telephone number, and email address of a company point of contact who has the authority and knowledge to clarify responses.
- Bonding capacity
- A statement of your company’s interest in receiving the formal solicitation notice and in submitting a responsive statement of qualifications.
Please provide your response to Quyen Weng at quyen@slac.stanford.edu by 5 pm PDT on October 26, 2026.
SOURCES SOUGHT DISCLAIMER:
Please note that any responses to this sources sought posting is purely on a voluntary basis. SLAC is not requesting a proposal, any pricing, or any other information that could be considered confidential or proprietary to be submitted in response to this posting or any part of this posting.
