1.0 OVERVIEW
The purpose of this Commissioning Plan is to provide details/structure related to the implementation of the commissioning process. This plan describes commissioning protocols and activities that shall occur throughout the design, construction, acceptance, occupancy, and warranty phases. This is a transient or
“live” document that will be updated by the Commissioning Authority (Burns and McDonnell) throughout the project; updates will be provided to the Commissioning Team for review and comment prior to edits being noted as final.
1.1 Introduction to the Commissioning Process
Commissioning is a quality focused process for enhancing the delivery of a project. The process focuses on evaluating and documenting that all commissioned systems and assemblies are planned, designed, factory tested, installed, field tested, and maintained to meet the design and Owner’s Project
Requirements. The commissioning process includes an evaluation of the Basis of Design (BOD), design, and as-built commissioned systems/assemblies against the documented and approved Owner’s Project
Requirements (PR). Document CUIR-RQ-0035-R3 Electrical Requirements for the CUIR and SLAC’s specification CUIR-PTS-0065 for Medium Voltage Solid Dielectric Pad-Mounted Switchgear will serve as the PR for this project. The commissioning process includes the following:
Design:
1. The CxA reviews the Owner’s Project Requirements and any other previously created design development documentation that makes up the A/E’s Basis of Design.
2. The CxA shall execute commissioning per SLAC’s specification section 019113 General
Commissioning Requirements and document CUIR-SW-0061-R1 Statement of Work For CUIR
Subproject 1 Commissioning Agent Services
3. The CxA performs design reviews of the 60% and 90% Design submittals. This consists of reviewing equipment and systems for installation, integration, testing, operations, maintenance, training, and warranty requirements. The CxA participates in comment resolution meetings with the A/E.
4. The CxA develops a comprehensive and project specific Commissioning Plan (this document) which provides the preliminary structure, schedule and coordination for the Commissioning
