About this file
This is a Special Terms and Conditions document (Section H) for a fixed price construction subcontract issued by SLAC National Accelerator Laboratory, operated by Stanford University for the U.S. Department of Energy.
The document establishes key administrative and operational requirements for the subcontract. Davis-Bacon compliance requires all subcontractors and lower-tier subcontractors to submit weekly certified payroll reports and labor compliance documentation electronically through the Labor Compliance Program Tracker (LCPtracker) web-based system. Field Change Order authority is delegated to the Construction Manager or Project Manager up to a maximum Not-To-Exceed amount of $25,000; any Field Change Orders exceeding this threshold require approval from the Subcontract Administrator. Three positions are designated as key personnel—Project Manager, Project Field Superintendent, and Site Safety Officer—and the subcontractor must provide 30 calendar days' written notice prior to any personnel changes, with justification and proposed replacements subject to written approval by the Subcontract Administrator.
The contractual representative is Quyen Weng (quyen@slac.stanford.edu), the sole authorized person for all subcontract modifications and changes to the Statement of Work and Schedule. The Technical Representative, Jase Perez, monitors work and clarifies technical requirements but lacks authority to modify the subcontract. The University will furnish two Medium-Voltage Switchgear units (Part Numbers 1VAL3149B01 and 1VAL3149A01, each valued at $1,680,500) upon notice of Notice to Proceed. The subcontractor assumes risk for loss or damage to government-furnished property except for reasonable wear and tear or consumption during performance, must maintain adequate property control records, clearly mark all government property, and upon subcontract completion must submit inventory schedules and prepare furnished property for shipment or other disposition as directed by the University.
