About this file
This file is a Questions and Answers (Q&A) document for a federal construction contract solicitation for two laboratory and industrial facility building projects (P084 and P1016) at Naval Submarine Base New London in Groton, Connecticut.
The solicitation involves construction of multi-story laboratory and industrial facilities with specialized testing environments, precision HVAC systems, high-bay space, and extensive security requirements. Key deliverables include structural steel construction, mechanical and electrical systems, security systems, RF shielding, and comprehensive commissioning. Notable specifications require Johnson Controls Inc. Metasys systems for building controls, building envelope testing through a third-party pressure testing agency, a five-year general contractor bonded watertightness roof warranty, and compliance with CMMC Level 1 (Self) cybersecurity standards. The contractor must provide one superintendent, one SSHO, and one QC Manager per project (shared positions are not permitted). The project scheduler must be onsite a minimum of one day per week per project and attend weekly progress meetings. Project demolition involves 24 inches of surficial soil stripping and contaminated soil/dewatering disposal at RCRA facilities. Proposed bid options include P084 building demolition and site demolition as separate line items. The proposal due date was extended to November 17, 2026, at 2:00 PM Eastern Time. The file addresses 222 prospective offeror inquiries (PPIs) with government responses clarifying technical specifications, design requirements, security systems integration, environmental compliance, staffing requirements, and scheduling constraints. All PPIs and responses are being issued as an amendment to prospective offerors.

PPI# Page Section Paragraph Question Response
1 11 00 21 00 3.3, Factor 1
(i)
Factor 1 defines relevant
Scope as "New construction of a multi-story laboratory or industrial facility utilizing structural steel framing," and further states that pre-engineered building systems will not be considered relevant. To be clear, this inquiry is not directed at the design of the P084 or P1016 facilities. We understand and acknowledge that these facilities are designed as conventionally built masonry and structural steel buildings and are not pre-engineered metal building (PEMB) systems, and this inquiry does not seek any change to the design or to the required means of construction. The inquiry is directed solely at how prior experience is evaluated for relevancy under Factor 1. Within the industrial and test facility market, PEMB systems are a predominant delivery method for facilities of this size and use classification. The practical effect of excluding PEMB projects from relevancy consideration is therefore not to filter out unqualified offerors, but to disqualify a substantial share of the genuinely comparable industrial-facility
PEMB is not acceptable.
experience held by capable firms simply because of the superstructure system selected by a prior owner's designer -- a decision outside the constructor's control.
From an execution standpoint, the elements that drive risk and
Government interest on a project of this nature --site development and earthwork, foundations, underground utilities and stormwater systems, mechanical and electrical systems, telecommunications, high-bay erection sequencing, safety, security, quality control, commissioning, and schedule management --are substantially equivalent whether the superstructure is a
PEMB system or conventional field-erected masonry and structural steel. Request the Government revise
Factor 1 to allow new construction projects utilizing pre-engineered metal building systems to be evaluated as
Relevant for industrial and test facility use classifications, provided all other Size, Scope, and Complexity requirements are met.
This revision would increase the number of capable offerors able to demonstrate relevant experience without reducing the level of demonstrated capability the Government is seeking.
2 11 00 21 00 3.3, Factor 1
(i)
Factor 1 defines relevant
Scope in part as new construction of a
"laboratory" facility, but the term is not defined in the RFP. The functional and technical drivers of the P084 and P1016 facilities -- controlled testing environments, specialty power and grounding, precision
HVAC and environmental control, high-bay space, specialty utilities, sensitive equipment coordination, and extensive commissioning -- are common to a broad family of laboratory and laboratory-adjacent facility types. Request the Government clarify and expand the definition of "laboratory" for purposes of Factor 1 to include, but not be limited to, the following facility types where all other Size, Scope, and
Complexity requirements are met:
research and development / engineering facilities;
product, equipment, systems, or materials testing facilities;
calibration and metrology facilities;
cleanroom and controlled-environment facilities; medical, clinical, diagnostic, forensic, veterinary, or public health laboratories;
environmental, water, or wastewater testing and treatment facilities;
Please bid per RFP requirements pharmaceutical, biotech, and process facilities;
data centers and mission-critical facilities; high-bay maintenance, assembly, or test facilities; and academic, secondary school, higher education, or career and technical education buildings containing science, engineering, or technology laboratory classroom space. This clarification would allow offerors with directly transferable technical construction experience to compete while preserving the
Government's underlying evaluation intent.
3 11 00 21 00 3.3, Factor 1
(i)
Factor 1 currently requires each submitted project to independently satisfy the Size and
Scope definitions in order to be considered
Relevant, while permitting the
Complexity elements to be demonstrated collectively across the submitted projects.
Request the Government apply the same collective approach to Size and
Scope that it has already adopted for Complexity -
- that is, evaluate the submitted portfolio of two (2) to five (5) projects in the aggregate, such that a project which demonstrates one or more of the Size, Scope, or Complexity elements may be considered
Relevant as part of a portfolio that collectively establishes all required elements, rather than requiring every element to be met by every project. A portfolio-based relevancy determination would allow the
Government to evaluate the full breadth and depth of an offeror's demonstrated capability, would remain consistent with the Government's stated interest in evaluating "depth of experience," and would materially expand the pool of capable offerors able to respond.
4 11 00 21 00 3.3, Factor 1
(i)
Factor 1 requires that a relevant project be a
"multi-story" facility, but the term is not defined.
The P084 facility is a
12,920 SF multi-story laboratory and office facility, and the P1016 option facility is 17,978
SF. Request the
Government confirm that a facility will be considered "multi-story" for purposes of Factor 1 where it includes any of the following: two (2) or more occupied floor levels; a partial upper floor; an occupied or equipment-supporting mezzanine level; an elevated platform or catwalk level within a high-bay volume; or occupied space located above or below a high-bay area. Absent this clarification, offerors cannot reliably determine whether otherwise directly comparable industrial and test facility experience will be credited, which may cause capable offerors to forgo submission.
5 12 00 21 00 3.3, Factor 1
(ii)
The Basis of Evaluation states that offerors demonstrating experience with "High
Bay Construction" may be considered more favorably, but the RFP does not define High
Bay Construction.
Request the Government define the threshold it will apply for this consideration (for example, a minimum clear height in feet, presence of an overhead bridge crane or monorail system, or a minimum high-bay area as a percentage of total building area), and confirm whether high-bay space constructed within industrial, maintenance, assembly, hangar, or test facility projects will be credited.
A stated definition would allow all offerors to be evaluated on a consistent basis.
Please bid per RFP requirements

65 5 01 31 17.00 20 1.9.2.g Ref. Scheduler Duties -
Specifications require a scheduler 'Be present on the project site full-time during working hours'.
The project will not have sufficient workload to support a full-time scheduler, therefore increasing the cost to the
Government without corresponding value.
Schedulers support multiple projects throughout the month and are present for key meetings and reviews.
Can this be revised to say 'be available via
The project scheduler must be onsite a minimum of 1 day per week on each project and attend the weekly progress meetings for both projects and as requested by the KO teleconference -or- be present on site within 24 hours at the request of the Contracting Officer'?
67 11 01 31 17.00 20 1.10.1.8 Ref. '...using a nominal
30-year, greater than
0.10 inch precipitation amount parameter…'
Using 0.10 inch precipitation results in excess of 75 non-work days per calendar year.
Our experience is approximately 40 non-work days maximum on average per calendar year. Please confirm if instead, 0.50 inch precipitation is preferred for calculating non-work days for weather. Note, excessive non-work days compresses the work artificially in the schedule, increasing the risk to the contractor to perform accelerated, which may inflate costs with no additional value to the Government.
Use the specification requirement.

Footing for rolling gates are different dimensions than the rest of the gate, shown on C-504. Please clarify if these dimensions are intentionally different.
The footing for the rolling gates is meant to reach frost depth, which is 3.5'. The detail has been revised.
211 32 C-504 There is no defined post diameter or footing diameter shown on C-
504 only “determined by manufacturer, based on leaf weight and dimension” (table 3-1).
UFC 4-022-03 lays out specifications for both post diameter and footing diameter that vary based on gate leaf length; however, they don’t provide a dimension for anything above a 24-foot length.
Seeing that the gate leaf is 30’ long on P1016 C-

Approach Narrative -
Given the broad range of topics required by the
RFP, expanding the limit to 10 pages would allow proposers more space to adequately address the requested technical content and provide sufficient detail. The current six-page limitation presents a significant challenge and may necessitate the omission of key approach information that would otherwise benefit the evaluation committee's understanding of each team's capabilities and proposed strategies. Can the page limit be expanded to 10 pages?
At this time, the six-page limit for the
