About this file
This is a Small Business Participation Commitment Document (SBPCD) required for evaluation of small business utilization as a factor in the source selection for the P084 Next Generation Torpedo Integration Lab construction project at Naval Station Newport, Newport, Rhode Island (Solicitation N4008526R0178).
All offerors, whether large or small businesses, must complete this form to demonstrate their small business participation commitment. The document requires offerors to identify their business size classification and any applicable socioeconomic categories (SDB, WOSB, EDWOSB, HUBZone SB, VOSB, SDVOSB). Offerors must provide a subcontracting breakdown showing total contract value, self-performed work value, and subcontracted work value, with a mandatory minimum of 20% small business participation calculated as a percentage of total contract value. The form requires detailed identification of small business subcontractors with firm written commitments (such as teaming agreements, joint venture agreements, or signed letters of commitment), including the company name, small business category, products/services to be provided, and nature of commitment. If the minimum 20% small business participation requirement is not met or if subcontractors lack firm commitments, offerors must provide detailed explanations of their rationale. Large business offerors that do not intend to subcontract must explain why subcontracting would not result in efficient contract performance, while small business offerors intending to self-perform entirely are exempt from this explanation requirement.
