About this file
This is a Questions and Answers (Q&A) document for a federal construction contract opportunity at Naval Undersea Warfare Center (NUWC) Division Newport, Rhode Island. The document contains 181 numbered RFI responses addressing clarifications on drawings, specifications, and contract requirements across two building projects: P-084 and P-1016.
The responses cover architectural, structural, mechanical, electrical, plumbing, fire protection, security, and sustainability requirements. Key clarifications include: toilet room partition construction details; heat pump locations; interior elevation dimensions; cell phone locker specifications; door hardware schedules and security integration; intrusion detection system (IDS) and access control system (ACS) infrastructure; video surveillance storage requirements; network architecture; card reader and keypad specifications; firestopping and vapor barrier details; expansion tank sizing; concrete flatwork finisher certifications; air permit timelines (minimum six months); and construction security plan details deferred to post-award. The contractor is responsible for labor coordination between trades, tracking sustainability variations, and providing quality control oversight for off-site work. Government-furnished items include UPS systems, card readers, keypads, and construction security plans to be delivered after award. Multiple clarifications confirm that security-related details, construction phasing, temporary utility coordination, parking locations, and supplemental storage areas will be finalized post-award through coordination with NUWC.

Life Safety has been evaluated by the NAVFAC
FPE and DOR.
63 It is recommended that the DOR consider adding an admixture such as Specialty
Products Group, Vapor
Lock, to new concrete slabs that are to receive adhesive applied flooring, to mitigate potential residual moisture issues impacting flooring installation and project schedule.
Sustainable, low-adhesive flooring for example cannot be applied until the moisture reaches a very low level which will not occur during the execution phase of the project.
