About this file
This document is a 100% Final Specifications package for the NUWC P-1016 Consolidated RDTE Systems Facility construction project located at Naval Undersea Warfare Center, Newport, Rhode Island. The project involves construction of an 18,000 square foot, access-controlled, two-story building designed to house specialized high-bay test areas, integration labs, and a controlled area on level 1, with office areas on level 2 and mechanical penthouse on the roof level. The facility must meet DoD antiterrorism standards and UFC Security Engineering Planning requirements, with the controlled area requiring government accreditation for security classification.
The specifications encompass 41 divisions of construction work including site demolition and preparation, concrete, masonry, metals, thermal protection, openings, finishes, fire suppression, plumbing, HVAC, electrical, communications, security systems, and landscape work. Key contractual requirements include: a cost-loaded Network Analysis Schedule with Earned Value Reporting for payment processing; compliance with Construction Security Plan protocols including designated Construction Surveillance Technicians and strict site access controls; requirement that general construction and finish work in controlled areas be performed exclusively by U.S. firms and U.S. citizens; participation in Defense Biometrics Identification System (DBIDS) for base access; comprehensive project management including preconstruction meetings, partnering sessions, and Red Zone turnover meetings; and preparation of an audiovisual system design and procurement package as a separately priced option with a government estimated budget of $708,011 plus applicable Handling and Administration Rate. The specifications include provisions for optional bid items covering subgrade soil removal and replacement, contaminated soil disposal, dewatering effluent management, parking lot and stormwater infrastructure construction, and Building 1272T demolition. All work must be coordinated with government FF&E installers and NMCI contractors accessing the facility during final construction phases.

C. Site Access Controls. In addition to base access at an entry gate, a single point of entry and exit will be established for site specific access at secure areas within the new faclity.
Control measures will include worker identity verification; random security searches at the entry and exit points; physical barriers to deny unauthorized access; signage identifying prohibited or restricted items. All tools and equipment used in the execution of the work shall be inspected by the CST when first brought to the jobsite. A daily visitor log shall be kept and maintained by the Contractor with check-in/check-out times of each person accessing the site. Cameras, cell phones, personal computers, and other similar electronic devices will not be permitted at NUWCDIVNPT or in the controlled work area.
D. Work Area. The work area of the jobsite will be controlled by use of barriers to segregate the construction workers and activities from NUWC operational activities. Temporary barriers shall be installed and maintained by the Contractor in accordance with the CSP to protect against unauthorized access or visual observation of the jobsite. Barriers will be maintained by the Contractor and monitored by the CST.
E. Material Storage. A specific secured storage area (SSA) will be established at or near the jobsite in accordance with the CSP, and designated by the CST, for all construction material storage to be used for the project. This secured storage location will be of limited access in order to protect the construction material after inspection and acceptance by the CST. The storage area will be locked or secured at all times.
F. Conformance Inspections. NUWC or NAVY Security personnel will conduct periodic inspections of work elements to determine conformance with the contract plans and specifications. These sequential, periodic progress inspections require that specific Definable Features of Work (DFOW) be inspected and accepted prior to being concealed or otherwise covered by subsequent work (DFOW). DFOW that is covered or concealed prior to acceptance by NUWC or NAVY Security will result in re-work or re-install.
The contractor shall provide a detailed schedule of work activities to the Government at the weekly project meeting the week prior so the Government can schedule inspections with the contractor. If the contractor fails to schedule the inspections with the Government, any work covered up or concealed prior to the Government performing the inspection shall be removed at the contractor's expense to permit the Government to inspect the work. The contractor will be allowed to proceed with the next sequential work element only after the Government informs the contractor the work is acceptable and subsequent work may proceed. Any non-conforming work shall be placed on the re-work items list .
G. Escort Requirements. All contractors issued NUWC access badges will require NUWC escort when entering a NUWC Building. NUWC access badges are for 'Exterior Work Only'. The NUWC escort procedures will be established at the post-award kickoff meeting. A NUWC government employee is required to accompany and escort contractor personnel when entering and working in any building at NUWCDIVNPT. All contractor personnel require a NUWC

1.3 EARNED VALUE REPORT
1.3.1 Data Required
This Contract requires the use of a cost-loaded Network Analysis Schedule (NAS). Schedule of Prices must not be used with cost-loaded Network Analysis Schedule (NAS). Use Earned Value Report derived from cost-loaded NAS. Within 15 calendar days of Contract Award, prepare and deliver to the Contracting Officer a Earned Value Report (construction Contract) as directed by the Contracting Officer. Provide a detailed breakdown of the Contract price, giving quantities for each of the various kinds of work, unit prices and extended prices. Contractor overhead and profit including salaries for field office personnel, if applicable, must be proportionately spread over all pay items and not included as individual pay items.
1.3.2 Payment Schedule Instructions
Payments will not be made until the Earned Value Report from the cost-loaded NAS has been submitted to and accepted by the Contracting Officer.
Additionally, the Earned Value Report must be separated as follows:
a. Primary Facilities Cost Breakdown:
Defined as work on the primary facilities out to the 5 foot line.
Work out to the 5 foot line includes construction encompassed within a
SECTION 01 20 00 Page 1 theoretical line 5 foot from the face of exterior walls and includes attendant construction, such as pad mounted HVAC cooling equipment, cooling towers, and transformers placed beyond the 5 foot line.
b. Supporting Facilities Cost Breakdown:
Defined as site work, including incidental work, outside the 5 foot line.
1.3.3 Schedule Requirements for HVAC TAB
The field work requirements in Section 23 05 93.00 22 TESTING, ADJUSTING, AND BALANCING FOR HVAC must be broken down in the Earned Value Report from the cost-loaded NAS by separate line items which reflect measurable deliverables. The value for each pay item listed below will be established on a case by case basis for each Contract. The line items are as follows:
a. Approval of Design Review Report: The TABS Agency is required to conduct a review of the project plans and specifications to identify any feature, or the lack thereof, that would preclude successful testing and balancing of the project HVAC systems. Submit the resulting findings to the Government to allow correction of the design. The progress payment will not be issued until the report is reviewed and approved.
b. Approval of the pre-field engineering report: The TABS Agency submits a report which outlines the scope of field work. The report must contain details of what systems will be tested, procedures to be used, sample report forms for reporting test results and a quality control checklist of work items that must be completed before TABS field work commences.
c. Season I field work: Incremental payments are issued as the TABS field work progresses. The TABS Agency mobilizes to the project site and executes the field work as outlined in the pre-field engineering report. The HVAC water and air systems are balanced and operational data must be collected for one seasonal condition (either summer or winter depending on project timing).
d. Approval of Season I report: On completion of the Season I field work, the data is compiled into a report and submitted to the Government. The report is reviewed, and approved, after ensuring compliance with the pre-field engineering report scope of work.
e. Completion of Season I field QA check: Contract QC and Government representatives meet the TABS Agency at the jobsite to retest portions of the systems reported in the Season I report. The purpose of these tests are to validate the accuracy and completeness of the previously submitted Season I report.
f. Approval of Season II report: The TABS Agency completes all Season II field work, which is normally comprised mainly of taking heat transfer temperature readings, in the season opposite of that under which Season I performance data was compiled. Compile this data into a report and submit to the Government. On completion of submittal review to ensure compliance with the pre-field engineering report scope, progress payment is issued. Progress payment is less than that issued for the Season I report since most of the water and air
SECTION 01 20 00 Page 2 balancing work effort is completed under Season I.
