About this opportunity
The Department of the Air Force Air Mobility Command seeks simultaneous maintenance, repair, and minor construction work across multiple Joint Base Charleston locations and affiliated facilities in South Carolina, with proposals due May 20, 2026. This is a competitive 8(a) set-aside IDIQ contract with a not-to-exceed value of $74 million over a base period of 12 months plus four 12-month option periods and a 6-month extension, with task orders valued between $2,000 and $2 million.
Place of performance spans eight locations: Joint Base Charleston–Air Base (North Charleston), Joint Base Charleston–Naval Weapons Station (Goose Creek), Joint Base Recreational Area–Short Stay (Moncks Corner), North Auxiliary Airfield (North), Shaw Air Force Base (Sumter), Defense Fuel Supply Point (North Charleston), Navy Consolidated Brig (Hanahan), and Nuclear Power Training Unit (Goose Creek). The contractor must maintain a local office and manage 10–50 concurrent projects annually, with up to 75 total projects per year across multi-discipline efforts including airfield support, waterfront, medical, academic, secure areas, infrastructure, and industrial facilities.
Staffing requirements mandate a Senior Project Manager on-site, minimum two Cost Estimators (5+ years RSMeans experience), minimum three Quality Control Managers (5+ years experience with USACE EM 385-1-1 certification), minimum three Project Managers (3+ years experience), and two Safety Managers with OSHA 30 certification, with staffing ratios of 15:1, 5:1, and 7:1 respectively for task order workloads. All personnel require background checks through the National Crime Information Center (NCIC), base identification, vehicle passes, and Level I Antiterrorism Awareness Training within 30 days of award. Contractor personnel working at the Navy Consolidated Brig must complete Prison Rape Elimination Act training and sign non-disclosure agreements; NPTU contractor personnel must submit a Plan of Action at least ten days before work start and secure visitor access requests five business days in advance. Work at NPTU and the brig prohibits personal electronic devices, cameras, cell phones, and certain restricted items within security enclosures.
Pricing uses RSMeans Facilities Cost Data 2026 with a City Cost Index of 1.0 and contractor-applied coefficients covering all overhead, profit, labor burden, bond premiums, insurance, taxes, and military installation-specific costs; design services up to conceptual level are included in coefficients, while 35 percent or greater designs are direct task order costs. The contractor must provide e4Clicks estimating software licenses for ten Government users annually, current RSMeans price books, and training within 30 days of award. Prevailing wage rates apply across five South Carolina counties: Orangeburg, Berkeley, Charleston, Dorchester, and Sumter, with rates ranging from $9.45 to $36.00 per hour depending on trade and fringe benefits.
Technical evaluation on a pass/fail basis assesses three sub-factors: Program Management (organizational structure, key personnel qualifications, subcontract management); Project Planning and Execution (project development and performance period management); and a Sample Project (HVAC system replacement in Building 58 at Naval Weapons Station requiring 35 percent design level, detailed scope, and detailed pricing using 2026 RS Means line items with an arbitrary coefficient of 3.0). Past performance evaluation considers recent and relevant multi-discipline construction efforts of similar scope and magnitude within five years, with up to ten contracts eligible for submission and priority given to prior RS Means-based task order contracts. Evaluation hierarchy prioritizes past performance significantly more than price, with award to the responsible offeror whose offer is most advantageous; if the lowest-priced technically acceptable offeror achieves a Substantial Confidence rating, award is made immediately. Offerors must acknowledge Amendment 0001 (effective April 24) and Amendment 0002 (effective May 6, extending the deadline nine days); prices must remain firm for 210 calendar days from receipt. The contract is a sealed bid with a proposal bond of $2.96 million (20 percent of anticipated yearly average) and performance and payment bonds of $4.884 million (33 percent of anticipated yearly average) required within 15 days of award. The pre-proposal conference and site visit occurred April 22, 2026; questions and answers addressing 202 bidder inquiries were posted May 5, 2026.
