About this file

This is a Questions and Answers document for federal contract solicitation FA441826R0004, a new SABER (Simplified Acquisition of Base Engineering Requirements) contract issued by the Department of the Air Force Air Mobility Command. The Q&A addresses clarifications on proposal submission requirements, technical evaluation criteria, and contract performance specifications across 202 inquiries from prospective bidders. Key responses clarify that the 20-page limit for technical proposals has been removed; there is a single sample project (DKGV 1148855, Repair HVAC System B-58) to be addressed rather than two; the minimum font size has been reduced to 10-point; and the proposal due date has been extended from May 11, 2026 to May 20, 2026, with Q&A responses posted May 5, 2026. The document confirms that RS Means 2026 annual cost data (not quarterly) will be used with Charleston, SC City Cost Index set at 1.0 for the contract duration; coefficients may be negative or below 1.0; and a South Carolina general contractor license is required for commercial projects over $5,000.

The Q&A provides extensive guidance on staffing requirements, clarifying that minimum personnel include one Senior Project Manager, two Cost Estimators, three Quality Control Managers, three Project Managers, and two Safety Managers, with ratios of 15:1, 5:1, and 7:1 respectively for task order workloads; resumes are required for each individual key person proposed. Design services up to conceptual level are included in coefficients, while 35% or greater designs are direct task order costs negotiated separately. Past performance evaluation will prioritize offeror experience over subcontractor and personnel experience, with projects evaluated if performed within five years of solicitation release; up to ten contracts may be submitted. The contract covers maintenance, repair, and minor construction at multiple Joint Base Charleston locations and affiliated facilities with task orders valued $2,000-$2,000,000, requires bonding, and is an 8(a) set-aside contract with joint venture allowances subject to SBA approval before award.

1Question
Section L, Part II - Technical ProposalCould the Government please clarify and reconsider the 20-page limitation outlined in Section L, Part II – Technical Proposal?

As currently structured, the 20-page limitation appears insufficient to adequately address the three subfactors and the eight associated elements in a meaningful and compliant manner. In particular, Subfactor 1, Element 1 requires detailed resumes for multiple key personnel positions—including Senior Project Manager (SPM), Quality Control Managers (QCMs), Project Managers (PMs), Safety Managers (SMs), Cost Estimators, and the Office Administrator—which, by themselves, could reasonably exceed the allotted page count since offerors are required to submit the number of key personnel to address a hypothetical workload of 30 concurrent task orders; 25 under active construction with 5 in negotiation. Additionally, Subfactor 3 (Sample Project) requires a 35% design submission, including plans, a written scope, and a detailed price proposal with a detailed breakout. Given the breadth and technical nature of these requirements, it is difficult to fully comply within the overall page constraint without severely limiting the quality and completeness of the submission. In light of these considerations, would the Government consider either increasing the total page limitation and excluding Key Personnel resumes and the Subfactor 3 (Sample Project) submission from the page count to ensure offerors can provide thorough, high-quality responses for evaluation?

Answer
Section L Part II Technical Proposal was amended to remove the 20 page limit.
2Question
Section LSection L references a single sample project (DKGV 1148855). However, Section M repeatedly refers to “two sample projects” for evaluation. Can the government please confirm that a single sample project shall be addressed in Subfactor 3?
Answer
Section L is correct, there is a single sample project (DKGV 114885). Section M was amended to reference a single sample project in Subfactor 3 Elements 3-1, 3-2 and 3-3.
3Question
Section L, Part IV - DocumentsSection L Part IV – Documents, item (iv) b, states, “Typing shall not be less than 12-point font” for Parts II and III. Will the government respectfully consider excluding Element 3-1 35% Level of Design and Element 3-3 Detailed Price Proposals from the 12-point font requirement?
Answer
Section L Part IV – Documents, item (iv) b, was amended to "Typing shall be not less than 10-point font." NOTE: The 35% Design requirement per SOW HVAC/Electrical item 3. Contractor shall ensure the design complies with all applicable codes, standards and energy efficiency requirements.

NOTE: Fully incorporate a narrative in the sample project’s proposal clearly demonstrating how and to what extent this effort would be accomplished if this were an actual project. Ensure all associated costs are clearly identified and incorporated in the proposal. Proposers are not expected to obtain actual engineering services for the purposes of responding to this sample project proposal requirement.

4Question
Section L, Part IV - DocumentsSection L Part IV – Documents, item (iv) b, states, “Typing shall not be less than 12-point font” for Parts II and III. Regarding Attachment 09 Past Performance Projects List, the form is provided using 10-point font. Are offerors allowed to use 10-point font to complete this attachment?
Answer
Section L Part IV – Documents, item (iv) b, was amended to "Typing shall be not less than 10-point font."
5Question
Section MSection M states, “Past Performance is significantly more important than price.” However, the evaluation process detail ranks proposals by price first and evaluates only up to 7 lowest-priced offerors technically. Furthermore, past performance is only evaluated after technical acceptability and price ranking, in effect placing it last in priority. Can the Government confirm whether the stated order of importance (Past Performance over Price) is accurate, or clarify how the evaluation process ensures that Past Performance is, in practice, given greater weight than price in the source selection decision?
Answer
The stated order of importance is accurate. Per Section M, offerors will be: (1) ranked according to price, (2) evaluated for technical acceptability, and finally (3) assigned a Performance Confidence Assessment Rating based on past performance information. If the offeror is not given a rating of “Substantial Confidence” then the evaluation team moves on to the next lowest offeror’s proposal until an offeror is judged to have a “Substantial Confidence” performance assessment or until all offerors are evaluated. The Government shall then make an integrated assessment best value award decision.
6Question
CoefficientsIt has come to my attention with SABER projects, we need to RS Means Cost Schedule to be able to price and give our coefficients. RS Means Cost Data
•Cost Schedules & Types: Data is organized into four main sections: square foot costs, assembly costs, unit costs, and location factors.
•Quarterly Updates: The 2025 cost books are updated quarterly (Q1-Q4) to reflect fluctuations in material costs and labor rates.
•Unit Costs: Provides detailed line-item costs for over 9,000 items, including materials, equipment, and labor, categorized by CSI Master Format.
•Assemblies Costs: Offers pricing for 100+ commonly used construction systems, useful for conceptual estimating.
•Location Factors: Adjusts national average costs to specific local markets
Answer
The above information is the responsibility of the KTR. They should use current RS Means cost data (FY 2026 annual not quarterly) with the Charleston SC CCI. This contract uses detailed cost estimating and the assemblies book will not be utilized for task order proposals.
7Question
OtherCould you please confirm whether holding a GC license in the State of South Carolina will be requirement for this project?
Answer
In South Carolina, a state-mandated general contractor license is required for commercial projects over $5,000 and residential projects over $200. Local municipal/county business license taxes usually apply, regardless of whether the work is performed on a federal installation, because the tax is based on the business's presence or activity within that jurisdiction. General Contractor Licensing Federal Installation Exception: While the physical work may be on federal land, the contractor must be licensed by the state if they are based in SC or operate a business in the state.
8Question
Sample Project SOWNEW HVAC SYSTEM INSTALLATION: 1. Contractor shall provide and install one (1) new 15 Ton water to air Trane chiller and matched Air handling unit. Is the equipment required to be manufactured by Trane?
Answer
Yes, Joint Base Charleston has and approved J&A to sole source new Chillers to Trane. This applies to chillers only not DX units.
9Question
Sample Project SOWNEW HVAC SYSTEM INSTALLATION: The new equipment shall communicate via the existing Trane building control unit. Are the new controls required to be Trane?
Answer
The field devices must be able to integrate to the Trane Building control unit. They can be provided by other vendors as long as they can communicate via BacNet/IP protocol and will maintain full controllability and functionality via the base BAS front end.
10Question
Sample Project SOWNew HVAC system installation requires the use of Trane 15 ton water to air chiller. When using RS Means Unit Price Book, the line item pricing typically does not cover the cost to purchase Trane Brand equipment. Would we be able to use a Non-Priced line items for this effort?
Answer
No. For the sample project use book line items as your source pricing for the 15 ton water to air chiller found in Division 23- Heating, Ventilating, and Air-Conditioning (HVAC). Non-Priced line items require the submittal of three quotes and approval from the Contracting Officer. This effort would not be available for the sample project process.
11Question
Section L, Part IIIPast Performance, Performance Surveys (xi) states to provide supplemental information; are CPARS an acceptable form of supplemental information?
Answer
YES
12Question

Answer
YES
13Question
Section H, Pre-proposal Conference Site Visit, paragraph c)
Section L, 2. General InformationThe RFP permits offerors to submit questions concerning the solicitation until 27 April 2026 at 2:00 pm ET. Will the Government incorporate its responses to these questions into the solicitation through an official amendment, where applicable?
Answer
Questions and Answers will be posted on Sam.gov
14Question
Section H, Pre-proposal Conference Site Visit, paragraph c)
Section L, 2. General InformationThe RFP establishes a deadline for questions of April 27, 2026 at 2:00 pm ET, which is approximately two weeks prior to the proposal due date. To support fair competition and ensure offerors have adequate time to incorporate any clarifications or amendments into their proposals, will the Government confirm that final responses to questions will be provided no later than 5 to 10 days before the proposal due date?

Providing timely responses is consistent with the intent of FAR 15.206(a), which emphasizes the importance of issuing amendments with sufficient time for offerors to meaningfully respond. Advance release of Q&As will help ensure a common understanding of requirements, improve proposal quality, and reduce the need for last-minute revisions or potential schedule extensions.

Answer
We estimate the Q&A to be posted to SAM.gov on 5 May 2026. The proposal due date will be extended from 11 May 2026 to 20 May 2026.
15Question
Section H, Pre-proposal Conference Site Visit, paragraph c)

Answer
Please provide no more than ten (10) of the most relevant contracts.
22Question
Section L, 1. Proposal Preparation Instructions, Part I - Price ProposalSection L, Part I – Price Proposal, item a) indicates to complete SF1442 block 17. Furthermore, item b) instructs offerors to insert proposed coefficients in Section B. Can the government clarify what information, if any, should be included in block 17 next to “Amounts” ?
Answer
Block 17 will be left blank. Please use Attachment 10, Schedule B, to enter your proposed coefficients. The government will complete Section B of the SF 1442 at the time of award.
23Question

Section B

Section L, 1. Proposal Preparation Instructions, Part I - Price Proposal Attachment 10, Schedule B Section L, Part I – Price Proposal, item b) states, “Insert proposed coefficients in Section B for each Coefficient Schedule Number….Coefficients shall also include all items delineated in Schedule B Contractor General Administrative (G&A) Expenses. The coefficients shall be entered into Section B of the solicitation, on the line next to each Coefficient Schedule Number description.” However, Section B does not include “Coefficient Schedule Number descriptions.” Furthermore, the line items within Section B state, “SEE SCHEDULE B, Coefficient Schedule.”

Conversely, Attachment 10, Schedule B, Note 1 states, “ In order to be considered for award, the offeror must submit a coefficient for each line item above.” This statement indicates that Schedule B should be completed and included within the offeror’s proposal. Furthermore, Attachment 10, Schedule B includes the required “Coefficient Schedule Number descriptions.”

Can the government please clarify whether offerors are required to complete and submit Attachment 10 (Schedule B) with their proposed coefficients, and confirm whether this satisfies the requirement in Section L, or if offerors are also required to enter coefficients separately in Section B? If required to submit Section B, please clarify if all eight coefficients should be included for each and every line item.

Answer
Please see Question #22

28Question
Section L, 1. Proposal Preparation Instructions, Part II – Technical ProposalSection L, Part II, Sub-factor 3 provides instructions for addressing a “Sample” Project. However, it also states, “The sample project Statement of Work (Project Number DKGV 1148855 Repair HVAC System B-58) as specified in Attachments 8, is a project currently planned, though not guaranteed, for execution in the Base Year of the contract. Can the government confirm its intention to award the sample project to the successful offeror?
Answer
No. It is a "Sample Project" that is currently planned, though not guaranteed to award.
29Question
Attachment 01 Statement of Work, Index page 2, item 3.4 and page 8, item 3.4Attachment 01 Statement of Work, Index page 2, item 3.4 refers to “Project Superintendent” though page 8, item 3.4 references a “Project Manager.” Please clarify which position should be listed for item 3.4
Answer
Index page 2, item 3.4 should reference "Project Manager" versus “Project Superintendent”
30Question
Attachment 01 Statement of Work, page 8, item 3.3Attachment 01 Statement of Work, page 8, item 3.3, Quality Control Manager (QCM), states “QCM shall conduct a minimum of twice daily site visits to each active project site to ensure full compliance with all safety requirements…” Can the government please clarify whether the QCM position is responsible for safety compliance or whether this should be referred to as part of the Safety Manager’s responsibilities?
Answer
Attachment 01 Statement of Work QCM, page 8, item 3.3,: QCM shall conduct a minimum of twice daily site visits to each active project site to ensure full compliance with all safety requirements, verification that the work and

materials in place and stored on site are in accordance with the approved construction drawings, shop drawings and material submittals. If the KTR decides to dual hat the QCM as their Safety Manger then yes they would be responsible for the safety aspects as well.

31Question
Attachment 01 Statement of Work, page 9, item 9Attachment 01 Statement of Work, page 9, item 9, states, “These reports shall be provided to the Government by close of business the following Monday and signed by the QCM and TO Superintendent.” Since a TO Superintendent is not identified as a required position under paragraph 3. Performance Capabilities, can the government please clarify this reference to the TO Superintendent position?
Answer
Attachment 01 Statement of Work, page 18, item 9. Daily Production/QC/Safety Reports: Should reference TO "Project Manager" versus Superintendent.
32Question
Attachment 01 Statement of Work, paragraph 13.1.4 (page 22)Attachment 01 Statement of Work, paragraph 13.1.4 Mobilization and Demobilization of Equipment (page 22) prescribes specific methods for transporting equipment that appear inconsistent with typical equipment weights, manufacturer specifications and safe hauling practices. Can the government please clarify whether these requirements are mandatory?

If the requirements in the SOW conflict with applicable safety regulations, manufacturer specifications, or industry-standard hauling practices, please confirm which standards will govern contract performance?

Additionally, because mobilization and transport costs are already included within the Unit Price Book (UPB), will the Government consider revising or removing this paragraph to better align with industry standards, reduce ambiguity and avoid potential safety risks?

Answer
Attachment 01 Statement of Work Paragraph 13.1.4 Mobilization and Demobilization of Equipment shall be

used for the identified equipment (and equivalent) to determine the appropriate mobilization and demobilization line items included in Task Order Proposals. The contractor is permitted to use different means and methods at their discretion, but the mobilization and demobilization line items in the Task Order Proposals shall not be permitted to change based on that.

33Question
Attachment 01 Statement of Work, paragraph 3.6.1 (page 9)Attachment 01 Statement of Work, paragraph 3.6.1 (page 9) states: “3.6.1. In order to demonstrate the Contractor is maintaining an adequate subcontractor pool, the Contractor shall provide a list of subcontractors from which quotes were obtained and, at the request of the Contracting Officer (CO), be prepared to provide copies of the quotes with pricing data redacted with each Task Order proposal.”

Given that this procurement is structured as a SABER contract utilizing a Unit Price Book (UPB) with competitively established coefficients, and that task orders are issued based on pre-priced line items, can the government please clarify the intent and authority for this requirement?

Under FAR 16.505(b), fair opportunity procedures for task orders under IDIQ contracts do not typically require additional competition at the subcontractor level when pricing is already established at the base contract level. Additionally, FAR 15.404-1(b)(2)(i) recognizes adequate price competition at the prime contract level as a basis for determining price reasonableness, which is inherent in the SABER procurement process.

In light of this, requiring subcontractor quotes for each task order appears inconsistent with the streamlined ordering procedures and efficiencies intended under SABER/UPB contracting methods.

Questions:

1 - Can the government please clarify the regulatory basis for requiring subcontractor quotes for each task order under this UPB-based SABER contract?

2 - Will the Government consider revising or removing this requirement to better align with standard SABER practices and FAR Part 16 ordering procedures?

3 - If the Government does intend to require subcontractor quotes (redacted or otherwise), will this be required on all task orders or at the Government’s discretion? If the latter, how will this be determined?

4 - How will price reasonableness be determined, specifically, from evaluating redacted subcontractor quotes?

Answer
This data is necessary in order to directly demonstrate the Contractor is complying with the contract requirement to maintain an adequate subcontractor pool in accordance with Attachment 01 Statement of Work Paragraph 3.6. Maintaining this pool is essential so the contractor is able to handle rapid increases in work volume, process submittals in a timely manner, and perform according to schedule. The contractor shall provide the list with each Task Order proposal. Copies of the quotes with all pricing data redacted will only be required if requested by the CO.

RFO 16.507-2, Fair Opportunity Procedures, applies only to multiple-award contracts. This is a single-award SABER, therefore it is not applicable. That aside, the intent is to determine if the contractor is maintaining a pool of contractors so that the prime is able to complete the volume of task orders for similar efforts with overlapping periods of performance. In response to inquiry on the fair and reasonable price determination, yes, prices from the price book are determined fair and reasonable, but we must also verify that the line items selected by the contractor are appropriate.

34Question
Attachment 01 Statement of Work, paragraph 1.2Attachment 01 Statement of Work, paragraph 1.2 states, “The Contractor shall provide limited design services after an individual TO award is made, normally up to no more than a conceptual design (i.e. sketches, pdf markups, simple calculations, mfr / vendor provided calculations and shop drawings) and complete as-built drawings. The TOPR shall specify if a 35% or greater design is also required, and this will be part of the negotiated cost.”

a. Is the Government stating that each task order will have an incidental design that is priced into the line items?

b. Can the Government clearly define how 35% design will be measured consistently?

c. If the design is to be priced and created after Task Order award; is the Contractor to assume that proposals, tech evaluations, and negotiations will be evaluated and agreed upon by both Government and Contractor solely by a written scope of work?

d. Does the Government have an approval process that will incorporate the design into the RFP timeline so that an approved design can be utilized in negotiations?

e. Will a Joint Scoping activity be included during the initial scope development to better align expectations and needs with how the proposal package is developed?

Answer
A. NO, your coefficient will cover limited design services after an individual TO award is made, normally up to no more than conceptual design (i.e. sketches, pdf markups, simple calculations, manufacturer/vendor provided calculations and shop drawings) and complete as-built drawings. The TOPR shall specify if a 35% or greater design is also required, and this will be part of a negotiated cost. B. See Attachment 1 SOW Sections 5.1 -5.1.6. C. The design is priced in you Task Order cost proposal and will be Tech evaluated and negotiated if needed. D. If required, the design timeframe shall be included in you projected schedule and period of performance. E. There is no joint scoping on this contract.
35Question
Attachment 01 Statement of Work, paragraph 3.4Attachment 01 Statement of Work, paragraph 3.4 lists the on-site superintendence role as being performed by a Project Manager position, but the duties listed match those a Project Superintendent typically performs, not a Project Manager. Furthermore, the minimum number of people is: 3 each, and a ratio of 7:1. This ratio suggests this is not a Project Manager role but rather a Superintendent role. Will the title of Project Manager be revised to Project Superintendent, consistent with the stated responsibilities?
Answer
NO
36Question
Attachment 01 Statement of Work, paragraphs 3.3 and 3.4Attachment 01 Statement of Work, paragraph 3.3 Quality Control Manager is listed as requiring a minimum of 3 each and a ratio to Active TOs not to exceed 5:1. At the stated TO concurrent workload of up to 50 concurrent TOs, this would equate to up to 10 QCMs.

Furthermore, paragraph 3.4 lists the minimum number of Project Managers performing on-site superintendence as 3, and a ratio of 7:1. At the stated TO concurrent workload of up to 50 concurrent TOs, this would equate to up to 8 Project Managers performing field superintendence.

Questions:

a. Is the government stipulating that to manage 50 TOs concurrently, a Contractor will need to have a staff of 18 to 20 members?

b. Will the government respectfully consider revising these ratios? If not, is it the Government's intent to strictly enforce this ratio based on the project list over the contract?

c.Is it the Government’s intent that the key personnel position of Sr. Project Manager will handle all project management for up to 10-50 concurrent task orders?
Answer
a. Attachment 01 Statement of Work, paragraph 3.3 & 3.4 are the minimum staffing levels for the QC/PM requirement and the contractor would plus up to meet the position ratios as need based on task order awards. b. NO and YES. c. The SPM will provide overall contract management of the prime contract to include; subcontract purchasing and administration, review of material submittals and shop drawings, full authority to develop cost proposals, negotiate, sign award/modify paperwork, supervise individual Project Managers, attend all joint Government/Contractor weekly status meetings as well as pre-performance site visits, pre-final and final inspections.

67Question
Attachment 10 Schedule BCOEFFICIENT SCHEDULEAttachment 10 Schedule BAs an experienced federal framework contractor, we have direct experience with SABERs and similar contracts both with and without restrictions on pricing coefficients. When negative coefficients or coefficients below 1.000 are permitted, there is increased risk to the Government that an offeror may attempt to offset an insufficient coefficient by expanding line item quantities, selecting less appropriate “best fit” items, or otherwise inflating estimates to recover costs. This can result in lengthy, contentious negotiations and increased administrative burden for the Government to review detailed and potentially inaccurate line items, reducing overall efficiency. By contrast, on framework contracts where the coefficient is required to be at or above 1.000, the Government retains greater flexibility to require certain general requirements, administrative costs, and contract performance obligations to be captured within the coefficient. This approach also supports more concise, transparent, and accurate task order estimates, while reducing the incentive for artificial quantity escalation. Overall, requiring coefficients at or above 1.000 has proven to promote clarity, efficiency, and mutual trust, ultimately fostering a stronger and more collaborative Government-contractor partnership. Will the Government consider revising the solicitation to require that all proposed coefficients be no less than 1.000?
Answer
NO
