About this file
This document is a transmittal letter from the Department of the Navy's Naval Nuclear Power Training Unit (NPTU) Charleston announcing the revision of Contractor Special Conditions effective August 12, 2020. The letter directs that the enclosed updated General Contractor Special Conditions document be included with all new contracts and distributed to each existing contractor's point of contact to ensure awareness of pertinent changes. The Government confirms that these actions fall within the scope of existing contracts and do not authorize any delivery delays or additional costs.
The revised Contractor Special Conditions establish operational requirements for all contractors working at NPTU Charleston, located in Goose Creek, South Carolina on Joint Base Charleston-Weapons Station. Key requirements include: submission of a detailed Plan of Action document at least ten days before work start date covering procedural steps, service interruptions, energy isolations, safety hazard mitigation, and environmental concerns; daily coordination with the Site Work Controls Officer (WCO) prior to commencing work; submission of visitor access requests at least five business days in advance due to high-security facility requirements; prohibition of Personal Electronic Devices and restricted items (cameras, cell phones, computers, radioactive materials, classified material, and optical/magnetic media) within the security enclosure; immediate notification to NPTU Security and contractor management in case of medical emergencies; and suspension of work at least 72 hours prior to severe weather events with mandatory removal of all vehicles, tools, and equipment from the site.
