About this file
Summary: Schedule B - Contractor General and Administrative Expenses
This is a pricing schedule for federal contract FA4418-26-R-0004 establishing how contractor G&A expenses and labor costs will be calculated for task orders issued under the base contract and option periods. The contractor must submit coefficients for eight location-based work categories covering standard and nonstandard working hours at Joint Base Charleston (Air Base and Weapons Station/Defense Fuel Supply Point), Joint Base Recreational Area/North Auxiliary Airfield/Shaw Air Force Base, and Navy Nuclear Power Training Unit/Navy Brig. Pricing is calculated by multiplying RS MEANS Company database bare labor costs (current as of the base contract award date) by a City Cost Index Weighted Average Total of 1.0, then by the contractor's submitted coefficient. Coefficients must be represented as net values (1.0), decreases (e.g., 0.98), or increases (e.g., 1.10) from RS MEANS pricing. The same coefficient applies throughout the base year and all four option years plus six-month extension period, with adjustments only through RS MEANS database updates and Davis Bacon Wage Determination modifications.
Offered coefficients must include all allowable contractor and subcontractor costs such as payroll and gross receipts taxes, personnel salaries, insurance, mobilization/demobilization expenses, wage rate differentials, bond premiums, and overhead expenses including project estimating, office staff, equipment maintenance, and home office allocation. Contractors must provide standard vehicles, office supplies, and customary trade tools as overhead items, with specialty equipment (scaffolding, lifts, earthmoving equipment) allowed as direct costs. Specific RS MEANS subdivisions including architectural fees, construction management fees, allowances, project management, temporary utilities, facilities, PPE, temporary security, surveys, and waste management cleanup must be covered within coefficients and cannot be separately line-itemed on task orders.

FA4418-26-R-0004
SCHEDULE B: Contractor General and Administrative (G&A) Expenses The contractor shall perform any and all functions called out in the contract per the scope specified in individual task orders issued against this contract. The unit prices shall be as specified in the unit price database provided by the RS MEANS Company, current as of the date of the base contract period, multiplied by a City Cost Index Weighted Average Total of 1.0, and then multiplied times the coefficient entered below.
Base contract period: Date of award through one year. Definitive beginning and ending date for the base contract period will be established on the award document.
NOTE: The coefficient submitted for the base year will also be used for each of the four option years and the six months extension of services option exercised. The only adjustment will be made through changes to the RS MEANS.
The following Coefficient Schedule Numbers will be used during the Base Year, each Option Year and Extension of Services Option exercised:
COEFFICIENT
SCHEDULE NUMBER DESCRIPTION COEFFICIENT
1-AA Standard working hours at Joint Base Charleston - Air Base
1-AB Nonstandard working hours at Joint Base Charleston – Air Base
1-AC
Standard working hours at Joint Base Charleston - Weapons Station, Defense Fuel Supply Point
1-AD
Nonstandard working hours at Joint Base Charleston – Weapons Station, Defense Fuel Supply Point
1-AE
Standard working hours at Joint Base Recreational Area – Short Stay, North Auxiliary Airfield, and Shaw Air Force Base
1-AF
Nonstandard working hours at Joint Base Recreational Area – Short Stay, North Auxiliary Airfield, and Shaw Air Force Base
1-AG Standard working hours at the Navy Nuclear Power Training Unit (NPTU) and the Navy Brig
1-AH Nonstandard working hours at the Navy Nuclear Power Training Unit (NPTU) and the Navy Brig
Note 1: In order to be considered for award, the offeror must submit a coefficient for each line item above. The Government uses these multipliers to determine the price of work for each task on individual task orders. The prices established in the RS MEANS (current year) database bare costs (which means no markup for overhead and profit (O&P)) column, will be multiplied a City Cost Index Weighted Average Total of 1.0, and the offeror’s coefficient to arrive at the actual price for a unit of work.
The coefficients shall be represented as a "net", a "decrease from" or an "increase to" the prices listed in the RS MEANS. An offer of "net" would be represented as "1.0." An example of a decrease from the prices in RS MEANS would be "0.98." An example of an increase above the prices listed in the RS MEANS would be "1.10”.
Note 2: If the Government directs a work schedule during nonstandard hours, then the coefficients entered for the nonstandard hours, as appropriate, shall be applied against those items of work, which will be performed during the nonstandard hours. The price for the remaining items of work is calculated using the coefficients entered for standard hour work, as appropriate. The term "nonstandard working hours" is not to be interpreted as "overtime."
Note 3: Offered coefficients must contain all allowable contractor and subcontractor costs, including contingencies and profit.
Examples of such costs are; gross receipts taxes and payroll taxes, such as FICA, workers compensation, state and federal unemployment taxes for direct payroll employees, personnel salaries, builders' risk insurance, initial contract startup mobilization and demobilization expenses, task order mobilization and demobilization expenses, differences between Davis Bacon Wages and RSMeans Labor Costs, and bond premiums; and various overhead expenses, including project estimating, site office overhead, field office building, furniture, equipment, on-site office staff salaries, vehicle and construction equipment maintenance, office administrative expenses and a proportional share of home office overhead. The coefficient should also include all insurance, special clothing for workers, additional supervision, as well as, paperwork fees associated with a particular task order (i.e., asbestos removal plan preparation estimated to be required approximately one time per contract period and lead abatement plan preparation estimate to be required approximately one time per contract period), consultant fees, all on and off site storage, etc. The coefficient shall include working in finished spaces including furniture, so no separate modifier shall be applied. The coefficient shall include working in an occupied building and transporting materials or equipment through occupied spaces but shall not include working in an occupied space within that building. A modifier may be applied to work accomplished in spaces that are occupied by government personnel during construction. Contractor shall not rely on prospective or possible approval of any Non-Pre-Priced (NPP) or Custom Price Book (CPB) line item in the development of proposed coefficient.
Note 4: All vehicles, office supplies/setup, administrative requirements, and equipment/tools which are customary to the trade shall be part of overhead and therefore included in the coefficients. Equipment/tools that are customary to the trade would be those that are craftsman tool bag items or hand tools to include small power tools. The Contractor shall provide and maintain equipment/tools such as a generator, gasoline powered pump with hoses, laser level, flatbed trailer, pick-up trucks or vans, etc. Equipment/tool rental will be allowed as a direct cost to any TO for specialty equipment required for a TO. Specialty equipment is defined as equipment that cannot be expected for the Contractor to procure for example, scaffolding, lifts, earthmoving equipment etc.
Note 5: The following Subdivisions/Major Classifications as contained in RS MEANS shall not be used as line items in pricing task orders issued under this contract. These costs shall be covered in the coefficients:
01 11 31.10 Architectural Fees 01 11 31.20 Construction Management Fees 01 21 Allowances 01 31 Project Management & Coordination 01 32 Construction Progress Documentation 01 41 Regulatory Requirements 01 51 Temporary Utilities 01 52 Construction Facilities 01 54 09.50 Personnel Protective Equipment 01 54 23.80 Staging Aids 01 56 32 Temporary Security 01 71 Examination & Preparation 01 74 13.20 0020 Cleaning & Waste Management, After Job Completion, Minimum 01 74 13.20 0040 Cleaning & Waste Management, After Job Completion, Maximum 02 21 Surveys 02 42 Removal & Salvage of Construction Materials
Note 6: The RS MEANS Company updates their database yearly. This update shall provide the only economic price adjustment under the contract except as provided for in Section C for CO Approved Non-Prepriced and Custom Price Book Items. Davis Bacon Wage Determinations, current at the start of each option year, shall be incorporated by modification.
