About this opportunity

The U.S. Army Corps of Engineers Engineering District Charleston is preparing to procure structural repairs to the TC Dock at Joint Base Lindsey Graham, South Carolina, and requires capabilities packages by 6:00 PM EDT on November 20, 2026. The Set Aside line reads "No Set-Aside Used." The attached Sources Sought document states that no contract award will result from the notice and that responses will inform acquisition strategy. The project uses Design-Bid-Build delivery with a Base Bid and three bid options. The Base Bid covers underdeck repair of concrete elements in overwater confined spaces subject to daily tidal fluctuations, fiberglass jacketing of existing timber piles, and structural upgrades to North Ramp 5 and North Ramp 5 Extension, including deck demolition, pile cap strengthening with cast-in-place concrete, and in-kind deck replacement. Bid Option 1 covers drainage upgrades and a new thicker cast-in-place deck at the Original TC Dock and North Dock Extension. Bid Option 2 replaces a broken square concrete batter pile at Bent 111. Bid Option 3 reconnects a detached outboard batter pile at Bent 135 through a new extended pile cap. The contractor provides all labor, materials, equipment, mobilization and demobilization, base coordination, environmental compliance, and safety compliance. Place of performance is on-water and landside at Joint Base Lindsey Graham. The primary NAICS code is 237990, with a $45.0 million size standard. The Sources Sought document estimates the project magnitude at $1,000,000 to $5,000,000. Capabilities packages are limited to 10 pages and must address business size status, past performance in overwater concrete repair, timber pile repair, pile replacement, and marine deck reconstruction, capability to work within tidal and operational constraints, and permitting and compliance. Submit packages to Michael Lutz at Michael.E.Lutz@usace.army.mil.
