About this file

This is a Request for Proposal (RFP) addendum and proposal preparation instructions for a federal construction contract with the U.S. Air Force at Joint Base Charleston, South Carolina. The contract involves the completion of multiple concurrent task order projects based on RS Means pricing with contractor-applied coefficients adjusted for a City Cost Index (CCI) of 1.0. Offerors must hold prices firm for 210 calendar days from the proposal submission date. The pre-proposal conference and site visit are scheduled for April 22, 2026 at 10:00 AM EST, with a question deadline of April 27, 2026 at 2:00 PM EST. All proposals must be submitted electronically via DoD SAFE in individual Adobe PDF files (no compressed files permitted), with confirmation emails required upon receipt. Proposals consist of three separate parts: Part I (Price Proposal) with no page limitation, Part II (Technical Proposal) with no page limitation, and Part III (Past Performance Information limited to ten contracts maximum).

The technical proposal must address Sub-Factor 1 (Program Management) covering management organization with key personnel (Senior Project Manager, Quality Control Managers, Project Managers, Safety Managers, and Cost Estimators) for a hypothetical workload of 30 concurrent task orders, and subcontract management procedures; Sub-Factor 2 (Project Planning and Execution) detailing project development, minimal design processes, and performance period management; and Sub-Factor 3 (Sample Project DKGV 1148855 Repair HVAC System B-58) requiring a 35% level of design with detailed scope, written proposal, and detailed price breakout using 2026 RS Means Bare Cost line items with an arbitrary coefficient of 3.0 (note: sample project price is not factored into overall price evaluation). The price proposal requires completion of Standard Form 1442 blocks and insertion of proposed coefficients in Schedule B that must include all allowable prime contractor and subcontractor costs, overhead expenses, contingencies, and profit. Past performance information must identify relevant contracts performed within the past five years for Federal agencies and commercial customers, with documentation of company name, program title, contracting agency, contract number, type of contract, period of performance, contract value, government contact information, relevancy explanation, and supplemental performance documentation. This is a competitive Section 8(a) set-aside, and Joint Ventures are allowable with SBA approval required before award.

ADDENDUM TO FAR 52.212-1

THIS SECTION IS FOR SOLICITATION PURPOSES ONLY. THIS SECTION WILL BE

PHYSICALLY REMOVED FROM ANY RESULTANT AWARD BUT WILL BE DEEMED

INCORPORATED BY REFERENCE.

Addendum to 52.212-1(c), Period for Acceptance of Offers. The paragraph is tailored as follows:

“The offeror agrees to hold the prices in its offer firm for 210 calendar days from the date specified for receipt of offers.”

1. PROPOSAL PREPARATION INSTRUCTIONS

To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or sub-factors. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The response shall consist of three (3) separate parts:

Part I – Price Proposal Part II – Technical Proposal Part III – Past Performance Information The contracting officer has determined there is a high probability of adequate price competition in this acquisition. The Contracting Officer will review the initial offers to decide if there is adequate price competition, as defined in FAR 15.403-1(c)(1). If sufficient competition exists, the government will not ask for any more cost information, and you will not be required to certify your cost or pricing data under FAR 15.406-2. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists; offerors may be required to submit cost data to the extent necessary for the contracting officer to determine the reasonableness of the price.

Submission of Proposal: Offerors shall submit a complete, original, signed proposal electronically via DOD SAFE (https://safe.apps.mil). No other means of delivery will be accepted:

a) To "Drop-Off" proposals in DoD SAFE, offerors will need to request a drop-off link via email to both the Contract Specialist, Brooke Mitchell at lisa.mitchell.11@us.af.mil and the Contracting Officer, Brandy Stroud, at brandy.stroud@us.af.mil; access is valid for fourteen (14) days. If the link expires, another request must be sent. After sending the files via DoD SAFE, the system will send the offeror an automated confirmation email.

Important: File compression utilities, including .zip files, are prohibited. Each file must be uploaded individually.

b) All proposal modifications and revisions must also be submitted through DoD SAFE.

Before uploading files, offerors should send a notification email to both the Contract Specialist and Contracting Officer alerting them to the offeror’s submission.

c) A confirmation email indicating the date and time the offeror’s proposal/modification/revision was received shall be provided upon its receipt by the contracting office. It is incumbent upon the offeror to notify the Contract Specialist and Contracting Officer if they do not receive the confirmation email.

mailto:lisa.mitchell.11@us.af.mil mailto:brandy.stroud@us.af.mil

d) A proposal is considered late if it is not RECEIVED by the date and time specified in the solicitation. Late proposals will be processed in accordance with the provisions of FAR 52.215-1(c)(3), “Submission, modification, revision, and withdrawal of proposals.”

e) Submit all proposal documents in Adobe PDF format. Do NOT submit documents in PDF format that are copied as “images”. When creating PDF files always create to enable textual search and copy functions.

a) Complete blocks 14, 15, 16, 17, 19, 20A, 20B and 20C of the Standard Form 1442. In doing so, the offeror accedes to the contract terms and conditions as written in the RFP Sections A through K. These sections constitute the model contract.

b) Insert proposed coefficients in Schedule B for each Coefficient Schedule Number. The offered coefficients shall contain all allowable prime contractor and subcontractor costs, including contingencies and profit. Examples of such costs are: gross receipts taxes, payroll taxes (FICA, worker’s compensation, state and federal unemployment taxes for direct payroll employees, etc.), superintendents' salaries, builders' risk insurance, initial contract startup mobilization, demobilization expenses, and bond premiums. The offered coefficients shall also contain various overhead expenses, including project estimating, site office overhead, field office building, furniture, equipment, on-site office staff salaries, vehicle and construction equipment maintenance, office administrative expenses, and a proportional share of home office overhead. The coefficients shall also include all insurance, special clothing for workers, traffic barricades, additional supervision, as well as paperwork fees associated with a particular task order, for example, asbestos removal plan, lead abatement plan, consultant fees, all on and off-site storage, etc. Coefficients shall also include all items delineated in Schedule B Contractor General Administrative (G&A) Expenses. The coefficients shall be entered into Schedule B of the solicitation, on the line next to each Coefficient Schedule Number description.

c) Complete the necessary fill-ins and certifications in Sections I through K. Section K shall be returned in its entirety. For Section I, the offeror shall submit only those pages that require a fill-in.

d) Provide a copy of the letter from the Small Business Administration (SBA) showing proof of Section 8(a) status. Joint Ventures are allowable on competitive 8(a) set- asides and there are no specific requirements that the joint venture agreement must be received by SBA prior to proposal due date, however, it must be approved before award of any resulting contract. If you are contemplating a joint venture on this project, you must advise your assigned SBA Business Opportunity Specialist (BOS) as soon as possible. It is also recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations. Any corrections and/or changes needed can be made only when your BOS has adequate time for a thorough review before the proposal’s due date.

PART II – TECHNICAL PROPOSAL – No limitation on the number of pages.

The specific topics to be addressed in Part II are as follows:

SUB-FACTOR 1: PROGRAM MANAGEMENT

Element 1-1: Management Organization - Purpose is to identify key staff personnel by name, position and responsibility, to provide the qualifications and experience of key personnel and to define specific project surveillance and project management activities. Proposal shall address the following:

Provide an organizational chart which clearly identifies all key personnel. Key personnel include the Senior Project Manager (SPM), Quality Control Managers (QCMs), Project Managers (PMs), Safety Managers (SMs), and Cost Estimators. For Technical Proposal evaluation purposes only, the number of key personnel to be included in the response to Sub-Factor 1 (Program Management) shall be the Offeror’s proposed staffing level which meets the requirements set forth in Paragraph 3 of the Statement of Work and Technical Specifications (Attachment 1 to the Solicitation) with a hypothetical workload of 30 concurrent task orders; 25 under active construction and 5 being actively negotiated with the Government.

Element 1-3: Contractor Coefficient Development - Purpose is to ensure offeror has developed a reliable schedule of coefficients. Proposal shall address the following:

(i) Offeror shall clearly explain the basis, methodology, assumptions and adjustments used to develop each proposed coefficient. The explanation shall, as a minimum, address:

a. The perceived accuracy of the pricing within the unit price book (RS MEANS) as well as the utilization of a City Cost Index (CCI) of 1.0 (this would include any increments or decrements included in the development of the proposed coefficient to adjust for the CCI of 1.0, Davis Bacon labor rates, etc.). The Offeror shall clearly demonstrate the specific adjustments made to each proposed coefficient to account for the perceived accuracy of pricing and utilization of a CCI of 1.0.

b. Assumptions and adjustments made regarding developing each proposed coefficient to account for the increased complexity in accomplishing work on an active DoD installation (i.e. additional paperwork, increased security and contractor vetting procedures, etc.). The Offeror shall clearly demonstrate the specific adjustments made to each proposed coefficient to account for the increased complexities in accomplishing work.

c. Assumptions and adjustments made regarding developing each proposed coefficient to account for allowable contractor and subcontractor costs, including field overhead costs, mobilization and demobilization costs, bond premiums, taxes, contingencies, profit, and a proportional share of home office overhead costs. The Offeror shall clearly demonstrate the specific adjustments made to each proposed coefficient to account for all allowable contractor and subcontractor costs, including contingencies and profit, that must be contained in offered coefficients in accordance with Schedule B, Note 3 and in agreement with FAR 31 Subpart 31.2.

(v) Describe the contents of a typical design submittal. Description may include a written plan and/or checklist which demonstrates projects will contain a concise technical description, execution narrative, and engineering calculations and design requirements. It will set the standard expected under all subsequent projects purchased under the terms of this contract.

Element 2-2: Performance Period Management - Purpose is to identify methods and procedures for scheduling work, developing performance periods, tracking projects, and submittals, that will ensure offeror has considered the importance of sound planning, adequate project development, and follow-through activities to ensure timely project completion. Proposal shall address the following:

(i) Describe procedures, processes, and methods (i.e., critical path or equally effective method) for tracking projects and interface with Government planners and inspectors.

(ii) Describe ability to perform the same discipline tasks across concurrent projects without delays.

SUB-FACTOR 3: SAMPLE PROJECT

The sample project Statement of Work (Project Number DKGV 1148855 Repair HVAC System B-

58) as specified in Attachments 8, is a project currently planned, though not guaranteed, for execution in the Base Year of the contract. The following items shall be required for the proposal of the sample project.

Element 3-1: 35% level of design of the project scope. For the sample project, the written proposal shall include:

(i) The sample project proposal must fully incorporate a detailed narrative outlining how, and to what extent, specific design elements would be executed if this were an actual project. This narrative must encompass floor plans, rough architectural and structural sections and details, preliminary mechanical and electrical equipment plans and distribution layouts, elevations, details, schedules, tables, and any additional information necessary to clearly articulate the design. Furthermore, all associated costs must be explicitly identified and integrated into the proposal. Please note that proposers are not required to engage actual engineering services to fulfill the requirements of this sample project.

Element 3-2: Detailed written scope of the project proposal. For the sample project, the written proposal shall include (as applicable):

(i) Proposed performance period

(ii) General conditions: temporary utilities, material storage, construction site security

(iii) Outline list of submittals (environmental, material, etc.)

(v) Demolition

(vi) Scope of new work

Element 3-3: Detailed price proposal - For the sample project, the written proposal shall include a detailed price breakout, using 2026 RS MEANS (Bare Cost) line items, showing the price to accomplish the effort. The price breakout shall specify how the arbitrary coefficient and the City Cost Index of 1.0 will be applied to the proposed price of this effort to accomplish the work. The arbitrary coefficient of 3.0 shall be applied to the sample projects. The offeror shall include notes and takeoffs as necessary to explain why specific line items and quantities were proposed.

(NOTE: The price submitted for the Sample Project will NOT be factored into the overall price evaluation. See Section M for price evaluation formula.)

PART III – PAST PERFORMANCE INFORMATION

Past Performance information submission includes Attachment 9 (Past Performance Projects List) and supplemental information in paragraphs listed below. Limit to no more than ten (10) contracts.

Only references for relevant past efforts/contracts are desired.

Performance Surveys: The government will evaluate the quality and extent of offeror's performance deemed recent and relevant to the requirements of this RFP. Past performance relevancy ratings are defined in DoD Source Selection Procedures, Table 4 “Past Performance Relevancy Rating Method.” Recent past performance efforts are defined as those performed within 5 years of the solicitation issuance date. The government will use information submitted by the offeror and any other sources of information available to the Government to assess past performance. Provide a list of no more than ten (10) of the most relevant contracts performed for Federal agencies and commercial customers within the last five (5) years. Ten (10) contracts total for the Prime and major subcontractors. Performance information submitted for individual task orders issued under a single IDIQ contract will not be counted individually. Instead, task orders issued under a single IDIQ contract will be counted with their parent IDIQ as one (1) of the ten

(10) contracts. Relevant contracts include performance of multi-discipline efforts that are similar in scope, magnitude, and complexity to the effort described in this solicitation, have a minimum value performed by the offeror equaling or exceeding the magnitude of construction identified for task orders to be issued on this contract, and have been performed within the past five (5) years.

Past Performance is recent if one day of performance occurred within five (5) years of the release of the solicitation. As the resulting contract from this solicitation will involve the completion of several concurrently awarded task order projects based on RS Means pricing, a previous task order contract based on RS Means pricing adjusted for a City Cost Index (CCI) and the contractor’s coefficient shall be considered more relevant than other task order contracts or a contract for a single construction project. The evaluation of past performance information will take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition. In determining the performance confidence assessment ratings, consideration will be given to the entity that performed the work. Past performance of the offeror will have a greater weight than past performance of other business entities (including predecessor companies and major subcontractors) or personnel. Demonstration of previous working relationships with the proposed entity will have a greater weight than a new relationship. Teaming partners supported by written agreements will have a greater weight than partners with no written agreement. Furnish the following information for each contract listed:

(i) Company/Division Name

(ii) Program Title

(iii) Contracting Agency

(iv) Contract Number

(v) Type of Contract (Fixed Price, IDIQ, etc.)

(vi) Period of Performance Dates

(vii) Contract Value (including any option years)

(viii) Verified, up-to-date Name, Address, Telephone Number and email address of

Government Program Director/Manager or Contracting Officer.

(ix) Explain in sufficient detail which aspects of each contract are deemed relevant to the proposed effort.

(x) Relevancy Data: Indicate if the offeror was the prime contractor or a subcontractor and provide the name of the prime contractor if the offeror was a subcontractor. Indicate the percentage of the project actually performed by the offeror and the type of work that was performed. If the offeror performed as part of a teaming arrangement or joint venture, indicate the names of all team members and the work performed by each. If necessary, the offeror may include additional comments to clarify the relevancy of the project.

(xi) Provide any supplemental information currently available (letters, metrics, customer surveys, independent surveys, etc.) which demonstrates customer satisfaction with overall job performance and quality of completed product for relevant past efforts/contracts (similar in scope and magnitude of effort and complexities this solicitation requires). In addition, explain corrective actions taken in the past, if any, for substandard performance and any current performance problems such as cost overruns, extended performance periods, numerous warranty calls, etc. (Note: In a teaming arrangement, the teaming members will be considered as a single entity for the purposes of any Past Performance evaluation. Thus, the past performance of one member of the team impacts the Past Performance for the entire teaming arrangement.)

(xii) If no past performance information is submitted as a part of the offeror’s proposal, the offeror’s Past Performance will be rated as neutral.

(xiii) If a teaming arrangement is contemplated, provide complete information as to the arrangement, including written agreements and any relevant and recent past performance information on previous teaming arrangements with same partner. If this is a first-time joint effort, each party to the arrangement must provide a list of past relevant contracts.

(xiv) The offeror shall submit a signed consent letter executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing release of adverse past performance information to the offeror so the offeror can respond to such information. For each identified effort for a commercial customer, the offeror shall also submit a signed client authorization letter, authorizing release to the Government of requested information on the offeror’s performance.

PART IV - DOCUMENTS - Documents submitted in response to this RFP must be fully responsive to and consistent with the following:

(i) Requirements of the RFP including the Contract Line-Item Numbers (CLINS), Coefficient Schedule Numbers, drawings, specifications, and government standards and regulations pertaining to the specification.

(ii) Evaluation Factors for Award in Section M of this RFP.

(iii) Past Performance pages should include Attachment 9 (Past Performance Projects List) and supplemental information as described in paragraphs 3(a), 3(b), and 3(c) above.
