About this file
This is a Memorandum for Record from the Air Force Civil Engineer Center (AFCEC) documenting the approval of single generator manufacturers for 27 Air Force installations dated June 27, 2022.
The memorandum establishes standardized generator manufacturer selections across multiple installations and their respective Civil Engineer Squadrons. Cummins is designated as the primary manufacturer for 18 installations, including Altus AFB, Anderson AFB, Barksdale AFB, Dyess AFB, Fairchild AFB, JB Charleston AFB, JB Langley-Eustis AFB, Kadena AB, McConnell AFB, Patrick SFB, Scott AFB, Shaw AFB, Tinker AFB, Travis AFB, and USAFA. Caterpillar is selected for 5 installations: Ascension AAF, Cape Canaveral SFS, Dobbins ARB, Goodfellow AFB, and RAF Lakenheath, plus Schriever AFB and Schriever AFB. Cummins-Onan is designated for Vance AFB and Vandenberg SFB. Kohler is selected for Westover ARB and Youngstown ARS. A comprehensive inventory analysis is mandated to be repeated five years from the memorandum date to assess standardization progress, evaluate any changes in decision factors, and confirm the absence of external factors warranting manufacturer reconsideration. If changes are required, a new Memorandum of Request and analysis will be executed. Questions regarding implementation should be directed to Maj Pat Grandsaert or the AFCEC Reachback Center.

2. The comprehensive inventory analysis is to be repeated after five years from the date of this memorandum. The purpose of this secondary analysis is to document the installation’s progress in standardizing generators, consider any changes in the decision facts, and confirm no external factors exist that may drive a reconsideration of the approved single manufacturer. Should the BCE determine that a change in single manufacturer is required, a new Memorandum of Request (MOR) and analysis will be accomplished.
