About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Hill Air Force Base is seeking to procure approximately 500,000 replenishment spares of MJU-76/B Infrared Countermeasure (IRCM) Flares through a Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The solicitation, numbered FA8213-25-R-B009, is restricted to qualified sources in the Explosives Manufacturing sector (NAICS 325920) and targets manufacturers capable of producing these critical aerospace defense components. Potential offerors must undergo a rigorous 360-day qualification process, estimated to cost around $200,000, and demonstrate specialized manufacturing capabilities for producing high-precision flares used primarily on fighter aircraft. The technical evaluation will focus on the offeror's manufacturing plan, assessing processes, equipment, facilities, production rates, and quality control on an "acceptable" or "unacceptable" basis. Key evaluation factors include in-house manufacturing capabilities, automated equipment benefits, defect prevention strategies, and inventory management, with the government reserving the right to conduct pre-award surveys to assess each offeror's capability.
The contract will have a 5-year Basic Ordering Period and a 1-year optional Ordering Period, with an anticipated award date of July 2025. There is no specific set-aside designation for this procurement, and price will not be the primary evaluation factor for the initial contract award, though it will be considered for subsequent delivery orders. Delivery locations will include Crane, Indiana and China Lake, California, with various line items ranging from a post-award conference to production units, and delivery timeframes spanning 30 to 365 calendar days after receipt of order. The contract will use firm fixed pricing, with production units to be competitively awarded at the delivery order level. While the exact total contract value is not specified, the qualification process and procurement scale suggest a significant investment in maintaining a robust supply of these critical infrared countermeasure flares for military aircraft defense systems.
