About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center (AFLCMC) at Hill Air Force Base has issued a Special Notice for potential sources interested in manufacturing MJU-76/B Infrared Countermeasure Flares, with a National Stock Number of 1370-01-677-6009. The government is seeking qualified manufacturers for approximately 500,000 replenishment spares of these critical military flares. The notice announces the availability of one-on-one meetings with potential sources to discuss Contract Data Requirements Lists (CDRLs) and qualification requirements. These meetings can be conducted virtually, in-person at Hill AFB, or at an alternative location, with each meeting limited to no more than 8 hours. All questions and answers from these meetings will be publicly posted with proprietary information removed.

Prospective contractors must demonstrate experience and capability to manufacture the MJU-76/B Flare, with a comprehensive qualification process that includes facility certification, data verification, process verification, and successful testing and evaluation. The government is interested in all small business concerns, including 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned businesses. The estimated timeline for completing the qualification effort is 360 days, with an approximate cost of $200,000 for qualification. Drawings for the flare will be available upon request, and the government may consider waiving certain requirements for offerors with prior experience producing similar flares. While the Special Notice represents an expression of interest, it does not commit the government to pay for proposal preparation costs or guarantee a contract award. The anticipated Request for Proposal (RFP) release is planned for February 2025, with an estimated contract award in May 2025.
