About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Hill Air Force Base seeks to establish a multiple-award firm fixed-price IDIQ contract for production of MJU-76/B Thrusted Flare countermeasures for U.S. Government and Foreign Military Sales, with proposals due October 23, 2026. This is a limited-source procurement under FAR 6.302-1 with anticipated awards to Armtec and Chemring (CAGE codes 3DU30 and Z3487); however, all responsible sources may submit proposals. Offerors must possess a valid U.S. Secret-level security clearance or higher, with all classified materials handled per NISPOM and Industrial Security Regulation standards.

Place of performance is Utah, with inspection and acceptance at NSWC Crane (Indiana), China Lake (California), and Hill Air Force Base. The contract runs five years (December 2026 through December 2031) plus a one-year option, with estimated maximum value of $250 million and a $5,000 minimum award guarantee per awardee. The first concurrent delivery order is anticipated as a buy-to-budget acquisition totaling $23,615,851.84 under 10 USC 2308, with delivery 20 months after order issuance or first-article approval. Evaluation weights Factor 1 (Qualified Source status meeting MJU-76/B qualification requirements) and Factor 2 (Plan and Technical Approach to Manufacture, covering in-house versus subcontracted work, automated equipment, machinery capacity, defect prevention, inventory management, and assembly line flow diagrams, limited to 25-page PDF) both on an Acceptable/Unacceptable basis. Delivery Order 1 pricing is evaluated separately; split-award percentages are determined by Total Evaluated Price differences, with an Affordability Cap of $9,446,336 for CLINs 0002, 0003, and 0004 at 5,000 production units. Subsequent delivery orders are competed with potentially different affordability caps, with past performance under the base contract (CPARS ratings) factoring into future awards; contractors with Marginal ratings may be limited to 30% of buy-to-budget dollars, and Unsatisfactory ratings may result in no award. This is a firm fixed price requirement for production of MJU-76/B Thrusted Flare for USG and FMS. The Government anticipates the first Delivery Order to be a buy-to-budget acquisition, IAW 10 USC 2308. Future delivery orders may also be buy-to budget acquisitions.
